CC Regular Session <br />Date: 12/14/2010 <br />By: Tim Himmer <br />Engineering/Public Works <br />Information <br />Item #: 6. 1. <br />Title: <br />Public Hearing to Consider the Feasibility Study for Infrastructure Improvements Associated with the Legacy <br />Christian Academy Development <br />Background: <br />Staff has been reviewing a development application for a proposed K -12 school project to be located west of <br />Armstrong Boulevard on a roadway extension of Bunker Lake Boulevard. On September 23, 2010 a petition was <br />received requesting utility and roadway improvements to serve this project. The petition was accepted by the City <br />Council on October 12, 2010, and Bolton & Menk was awarded a contract to undertake the preparation of the <br />feasibility study. <br />On November 9, 2010 the Council accepted the feasibility study and called for the public hearing. Over the past <br />few weeks staff has continued negotiations with the applicant on the improvements that would be required to serve <br />the project site, and the means of funding those improvements. The feasibility report has been updated <br />(IS IN THE PROCESS OF UPDATE & WILL BE AVAILABLE...) to include the following revisions: <br />The westerly extension of Bunker Lake Boulevard has been reduced approximately 1250' to the westerly access <br />point to the phase 1 school project. This extension includes 2 lanes of roadway, trail along the north side, <br />all utilities, and concrete curb & gutter. <br />The remaining extent of Bunker Lake Boulevard, from the westerly access point into the school project to <br />Puma Street, will be improved to minimum paving standards; with 2 lanes of traffic and no utilities or curb <br />& gutter. <br />The improvement of Puma Street to miminum paving standards; with 2 lanes of traffic, no utilities, and <br />a trail along the west side. <br />Clarification of the funding breakdown to include the assessment of all project fees and infrastructure costs <br />over a 20 year period. This also includes the deferrment of assessments on Outlots B and D, in the amount <br />of approximately $800,000, fora period of 3 years. <br />The total estimated cost of improvements outlined in the feasibility study are $1.95M, of which the applicant will <br />be responsible for approximately $1.4M. An additional $411,000 will be assessed to the applicant for their <br />development fees above and beyond the cost of the infrastructure improvements. The City's costs for this project <br />are proposed to be approximately $600,000 and include a sanitary sewer extension along Armstrong Boulevard <br />from Sunwood Drive to the fire station, a trail along the west side of Armstrong Boulevard from Bunker Lake <br />Boulevard to Alpine Drive, and full construction of the westerly leg of the Armstrong and Bunker Lake Boulevard <br />intersection improvements (required under the Regional Roadway Improvements for the COR) for a distance of <br />300'. <br />It is anticipated that construction of the improvements contained within this feasibility study will be combined with <br />the Armstrong and Bunker Lake Boulevard intersection improvement project (signalization) and constructed in the <br />spring /summer of 2011. Council authorized the distribution of an RFP to prepare construction documents for this <br />project on October 26, 2010; this item will come back to Council for action once the feasibility study is approved <br />and the final scope of improvements is identified for the Legacy Christian Academy project. <br />Notification: <br />
