19. That the Applicant has stated that allowing the Structure to be built in the proposed location
would put money into the still struggling economy and give a few people work.
20. That the Applicant has stated that the trees on the west side of the Subject Property would
conceal the majority of the detached accessory structure.
21. That the Applicant has stated that there is an approximately five (5) foot drop in grade on
the north side of the driveway.
22. That the City finds that the change in grade in the south -east comer creates an undue
hardship in locating the Structure in the south -east corner of the Subject Property.
23. The City finds that the depression in the north -east corner of the Subject Property may
cause minor seasonal flooding and thus creates an undue hardship in locating the Structure
in the north -east corner.
24. That the City finds that there is an acceptable location to the north of the structure and
located no nearer the front property line than that of the principle structure and the City
finds that said location does not negatively impact the existing drainage pattern as testified
by the City Engineer.
25. That the Subject Property can be put to a reasonable use without the variance.
26. That the plight is not due to circumstances unique to the Subject Property and is created by
the Applicant.
27. That the Variance will alter locality's essential character
28. That economic circumstances alone do create the undue hardship.
29. That, if granted, the variance will impair an adequate supply of light and air to adjacent
property.
30. That, if granted, the variance will have the effect of allowing a use that is prohibited in the
applicable zoning district.
31. That, if granted, the variance will increase the congestion on the public street.
32. That, if granted, the variance will adversely impact the degree of public health, safety and
general welfare provided for in the Ramsey City Code.
33. That, if granted, the variance will diminish established property values within the
neighborhood.
34. That, if granted, the variance requested is the minimum variance necessary to accomplish
the intended purpose of the Applicants.
RESOLUTION #10 -09 -198
