Councilmember McGlone introduced the following resolution and moved for its adoption: <br />RESOLUTION #10 -09 -223 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0878 RELATING TO <br />A REQUEST FROM THE CITY OF RAMSEY HRA FOR AN INTERIM <br />USE PERMIT TO EXCEED SIGN RESTRICTIONS <br />WHEREAS, the City of Ramsey received an application from the City of Ramsey HRA, <br />hereinafter referred to as the "Applicant ", for an interim use permit to install off - premise signage on the <br />property generally located on Highway 10 approximately 2,600 feet east of Armstrong Blvd NW and <br />legally described as follows: <br />Unplatted City of Ramsey that part of the Northeast Quarter of Southwest Quarter of Section <br />28, Township 32, Range 25, Anoka County, Minnesota described as follows: beginning at the <br />intersection of the easterly line of said Northeast Quarter of Southwest Quarter with the <br />northeasterly line of U S Highway No 10 as monumented thence northwesterly along said <br />northeasterly line of said Highway a distance of 386.98 feet thence northeasterly at right angles <br />to said northeasterly line of said Highway to the southwesterly line of the Burlington Northern <br />Railroad thence southeasterly along said southwesterly line of said railroad to the said easterly <br />line of said Northeast Quarter of Southwest Quarter thence southerly on said easterly line to the <br />point of beginning. <br />( "Subject Property ") <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY (the "City"), ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant properly applied for an interim use permit (the "Permit ") to install a permanent, <br />off - premise, pylon -style ground sign on the Subject Property. <br />2. That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant <br />to Section 117 -52 (Interim Use Permits) of the City Code on September 16, 2010 and that said <br />public hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br />3. That the Subject Property is approximately 1.70 acres in size. <br />4. That the Subject Property is zoned H -1 Highway 10 Business District. <br />5. That the Subject Property has no improvements on it currently other than a storm pond. <br />6. That the Subject Property has public road frontage along Highway 10 NW. <br />7. That the parcels to the east and west of the Subject Property are also zoned H -1 Highway 10 <br />Business District, the parcel to the north (across the railroad tracks) is zoned TC -1 Town Center <br />District, and the parcel to the south of the Subject Property (across TH 10) is zoned B -2 Business. <br />
