8. That parcels in the H -1 Highway 10 Business District are limited to one (1) ground sign per parcel or <br />per street frontage. <br />9. That the gross surface area of a ground sign is limited to 100 square feet per sign face (nor should it <br />exceed an aggregate gross surface area of 200 square feet). <br />10. That the maximum height permitted by City Code for a ground sign in the H -1 Highway 10 Business <br />District is twenty -five (25) feet. <br />11. That dynamic displays are limited to a maximum of thirty -five percent (35 %) of the actual copy and <br />graphic area of a sign. <br />12. That the Applicant is proposing to install a pylon -style ground sign that is thirty (30) feet in height <br />and includes 235 square feet of sign area (470 aggregate square feet). <br />13. That the proposed sign includes a thirty -three (33) square foot dynamic display, which is <br />approximately fourteen percent (14 %) of the copy area of the sign. <br />14. That since the proposed signage would direct attention to a business, commodity, service, <br />entertainment, or attraction sold, offered or existing elsewhere than upon the same lot or parcel <br />where such sign is displayed, the sign would also be classified as a billboard. <br />15. That billboards are listed as a prohibited sign in City Code. <br />16. That the Applicant has stated the signage would be beneficial to support The COR development and <br />to help guide visitors to the area. <br />17. That the City has, in the past, approved requests to exceed sign size restrictions allowed by City <br />Code. <br />18. That the proposal will not grant the Applicant special privileges that are denied to other properties in <br />the commercial area. <br />19. That the proposal will be designed so as to be harmonious and appropriate in appearance with the <br />existing or intended character of the vicinity and will not change the essential character of the area. <br />20. That the proposal will not adversely impact traffic in the area. <br />21. That the proposed increase in sign surface area and height will not be unduly dangerous or otherwise <br />detrimental to persons residing or working in the vicinity of the use or to the public welfare. <br />22. That the proposal will not substantially impair the use, enjoyment, or market value of any of the <br />surrounding properties. <br />23.
