Councilmember Look inquired about the estimated cost to put this in. <br />Mr. Janzen thought maybe around $100,000 to do everything — fencing, dirt, lighting, etc. That <br />amount would be if everything was purchased new. He stated they would ask the City if there is <br />anything lying around that could be used — such as the fencing and lighting, etc. <br />Mayor Ramsey felt that this needed a lot of discussion. <br />Mr. Janzen stated if the Council is in favor of this concept, he would put together more <br />information to present. <br />Councilmember Dehen asked what this all had to do with Happy Days. <br />Mr. Janzen stated that the Happy Days Committee came to him and asked if he could put a race <br />on for the event but they couldn't find any place to do it. With regard to the amount it could <br />raise for Happy Days - that would depend on how much the City can work with them. <br />Councilmember Dehen asked if they are looking for more than just the land. <br />Mr. Janzen stated they would like to be able to use the dirt from the excavation and also maybe <br />fencing if that might be available. <br />Planning Manager Miller stated there would be steps to go through for this proposal at the <br />Planning Commission — it could be allowed through an Interim Use Permit (IUP) and site plan <br />approval and it would require sewer and water. <br />Mayor Ramsey stated his only concern is what the impact will be on the COR — we are putting in <br />new signage and spending thousands of dollars on landscaping. <br />Councilmember Elvig stated it is a neat idea — good for kids, etc. He agreed there were some site <br />plan issues to look at but he is in favor of it. <br />Councilmember McGlone stated he would be in favor of anything that would draw traffic to the <br />COR but he too had concerns about how it would look. <br />Councilmember Jeffrey stated his concern is about sitting on the patio at Acapulco having dinner <br />and listening to race cars. His other concern is with 14 races a year, what will it be on the other <br />nights of the year — what does it look like when it is not in use. <br />City Administrator Ulrich stated that an IUP implies it's temporary and what kind of timeline is <br />Mr. Janzen looking at; what allows him to break even. <br />Mr. Janzen stated that it could be as little as one year or as long as three years. <br />Mayor Ramsey stated if we are able to make the Armstrong interchange happen, that will <br />become a piece of the COR more than it is now. <br />City Council Work Session/September 28, 2010 <br />Page 3 of 7 <br />
