felt we should address this concept to utilize the Oasis Market site for a sporting activity that <br />would raise revenue to be fueled back into the Happy Days Community Fund. <br />Councilmember Wise and Karl Janzen, owner of Power by Karl, presented information relating <br />to a go -kart race track and event on the site of the former Oasis Market. <br />It was noted that the noise level would be at about 74 decibels, which is less loud than a truck on <br />Highway #10 or the train. Mufflers are mandated on the karts. <br />Councilmember Wise noted that sponsorship was down for Happy Days this year and this is a <br />way to get funds for that event. <br />Mr. Janzen presented the amount of funding that may be possible for Happy Days — stating that <br />the numbers he is presenting are very conservative. He was calculating the numbers based on <br />other races he is involved in. <br />Councilmember Wise stated that one major obstacle is the need for an additional pit. He has <br />spoken with Chalich Trucking and they have offered their property for event nights. The <br />spectators could park on the former Oasis parking lot as well as on the Wiser Choice parking lot. <br />Mr. Janzen stated there is also a benefit to the City's gas and restaurant establishments as well as <br />the Lions could maybe take advantage of doing some vending at the event. He expected there <br />would be 140 to 200 people in the stands. <br />Councilmember Dehen inquired about the racing. <br />Councilmember Wise stated this is sanctioned go kart races. Upon inquiry, he added the track <br />would be built following the demolition of the former Oasis building. <br />Councilmember Dehen stated there is a track out on Highway # 169 — so why not locate there. <br />Mr. Janzen stated that it is cost prohibitive. <br />Councilmember Elvig stated he is trying to picture how big that lot is and to him, it doesn't seem <br />large enough for the track, spectators, parking, etc. <br />Mr. Janzen stated that the property is 316 x 215 feet — the track is 175 feet long and 110 wide; he <br />noted that they physically measured it to make sure it would fit. <br />Councilmember Elvig asked about the City being responsible for any insurance. <br />Mr. Janzen stated that maybe the property itself, but they would bring in a $2 million liability <br />insurance policy. <br />Councilmember Elvig felt that the insurance portion of this would need to be reviewed. <br />City Council Work Session/September 28, 2010 <br />Page 2 of 7 <br />
