-54-

COMMITTEE INPUT

i) EDA Appointments

City Administrator Norman noted that the vacancies for the EDA and Public Safety Board were
advertised in the Ramsey Resident and will be advertised in the local paper.

Councilmember Kurak stated that they recently went tl~rough a large interview process and now
there are more vacancies. She questioned if they should look into having an alternate policy so
that if there is another vacancy recently after a large interviewing process they could simply
appoint the alternate.

Councilmember Anderson noted that the vacancies have already been advertised.

Councilmember Kurak replied that she would recommend that they follow the current policy for
the current vacancies, but consider alternates in the future.

Mayor Gamec stated that he could see having an alternate if there is a vacancy within 30 days,
but if there is a vacancy after two to three months he felt they should go through the advertising
process to give others who might be interested in the position the opportunity to apply.

Councilmember Hendriksen stated that they should not automatically exclude everyone else and
limit themselves to just the pool unless there is some recognition that they have a very good slate
of candidates. He felt that they should have the ability to appoint alternates if they as a Council
decide they have excellent candidates. In the absence of that type of action by the Council the
vacancies should be readvertised.

Mayor Gamec inquired if the alternate would be allowed to be appointed after ¢,vo to three
months.

Councilmember Hendriksen replied they could if that was the action of the Council.

Mayor Gamec stated that he would be opposed to that.

Councilmember Anderson requested that staff bring forward some recommendations at a future
meeting.

Councilmember Kurak recommended that they discuss the issue further at a work session.

ADJOURNMENT

Motion by Mayor Gamec, seconded by Councilmember Kurak, to adjourn the regular meeting of
the Persolmel Committee.

Personnel Committee/Mayl4, 2002
