-22- <br /> <br />City Administrator began her duties the week of February 18"' and already has a backlog of <br />uncompleted work due to the four-month vacancy of the position. One possible solution to assist <br />with the workload was to contract with personnel services during the Heryla absence. The City <br />has had an on-going contractual relationship with Labor Relations Associates, Inc. (LRA) over <br />the years. LRA has performed an organizational analysis of the City and a compensation study <br />in recent years. LRA works predominantly with public sector organizations and ahs a good <br />understanding of municipal organizations and needs. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City <br />Council authorize City staff to enter into contractual arrangements with Labor Relations <br />Associates, Inc. to provide personnel assistance during the interim absence of Human Resources <br />Manager Rhonda Heryla. <br /> <br />Further discussion: Councilmember Hendriksen inquired as to how many hours per week would <br />their services be needed. City Administrator Norman noted that most of the work could be done <br />at their own offices. Assistant City Administrator Nelson stated that she would be handling <br />some of the internal hiring, but there would be a couple of positions that would be handled by <br />Labor Relations that would require about 20 hours for each position and then there would <br />probably be about 30 hours of union negotiations. Councilmember Hendriksen stated that he felt <br />that someone from Labor Relations should be at City Hall most of the time because they would <br />more efficient if they have staff assistance. Councihnember Anderson stated that the City has <br />had some good experience with the company as well as some bad experiences. She inquired if <br />there was some they can assure the process will go well. City Administrator Norman replied that <br />the organizational study that was put together by Labor Relations was a poorly prepared <br />document, but it was a different staff person working on the study. He felt that that issue had <br />more to do with a certain individual rather than the finn. Councilmember Zimmerrnan inquired <br />if there was a not to exceed cost, and where the funds would come from. City Administrator <br />Norman replied that he would have to research where the funds would come from and report <br />back to the Finance Committee. <br /> <br />Motion was amended to include a not to exceed amount of $5,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Anderson, and <br />Zimmerman.
