He <br />stated that they have been asked if they were trying to take away from the City's Happy Days <br />celebration, and his response to that was that they fully support the Happy Days event and would <br />like to advertise that event during their festival. At this time they were looking for Council <br />support of the event and requested that any permits that would be required for the event the fees <br />would be waived. He noted that the County is in agreement with the event as well as the <br />neighboring property owner. <br /> <br />Mr. Nash, 14500 Bowers Drive NW, Ramsey, stated that he is a resident of Ramsey as well as a <br />business owner in Ramsey. He explained that he has been involved with athletics all of his life <br />and one of the main concerns of the associations is money and having the ability to get the <br />information out to people who want to participate. Part of the idea for the event is to provide a <br />time lbr all of the organizations to come together and get the information out to the public. He <br />noted that the event is not .a Diamond's event, it would be an event for a non-profit organization <br />that will simply be held at Diamond's. Mr. Nash presented a letter from RYAA indicating that <br />their Board unanimously supported the event. <br /> <br />Councilmember Anderson inquired if the parking issues have been addressed. <br /> <br />Mr. Gruber replied that there will be parking at the Diamonds facility, Holiday RV as well as the <br />lot next to them. They are also in the process of talking to other local businesses for use of their <br />parking areas. He noted that they have been working with the Fire Chief and Police Chief to <br />address all of the safety concerns. The Hunts Bus Company has also volunteered bus time for <br />the event if needed. <br /> <br />Councilmember Kurak inquired if there would be appropriate insurance coverage for the event. <br /> <br />Mr. Gruber reviewed the insurance coverage for all of the different events. <br /> <br />Councilmember Kurak inquired if the City would be given a copy of the insurance binders. <br /> <br />Mr. Gruber replied absolutely. <br /> <br />Mayor Gamec requested that the event organizers meet with staff to review which permits would <br />be needed and bring them back for consideration at the next Council meeting. <br /> <br />Councilmernber Hendriksen stated that if the event moves forward he has no problem with <br />waiving the fees, but inquired if a conditional use permit was needed for the event. <br /> <br />Community Development Director Frolik replied that a carnival permit and outside music permit <br />would be needed, but there would not be a requirement for a conditional use permit or a public <br />hearing. <br /> <br />Consensus of the Council was that they would waive the necessary permit fees. <br /> <br />City Council/February 26, 2002 <br /> Page 3 of 35 <br /> <br />-27- <br /> <br /> <br />
