-38- <br /> <br />Community Development Director Frolik stated that the Anoka County Community Action <br />Program has acquired property fi'om the City of Ramsey to do a multiple family rental housing <br />project. The property is located on the west side of T.H. #47 at the intersection with Sunwood <br />Drive NW The project site is approximately 11.3 acres in size. ACCAP is proposing to develop <br />five 6-unit townhome structures and one 2 bedroom single family home and one 5-bedroom <br />single-family home, for a total of 32 housing units. Nine acres of the 11 acre site is currently <br />zoned R-3 Urban Residential for multiple family housing; the remaining 2 acres adjacent to T.H. <br />#47 is zoned R-1 Urban Residential. A rezoning of that 2 acres is required to accommodate a <br />well-planned project. It is noted that the txvo single-family structures proposed are situated on <br />that part of the property' that is currently zoned for single family residential. But, design-wise <br />Staff is of the opinion that a better plan can be achieved by rezoning that portion of the project <br />area to multiple family rather than requiring the creation of two single family lots for the two <br />single family structures. The 2001 Comprehensive Plan identifies this property for development <br />with medium density housing. By State law, the City is obligated to ensure that the zoning <br />complies with the Comprehensive Plan. The Planning Commission conducted a public hearing <br />regarding the proposed rezoning on February 7. There were no verbal or written comments <br />submitted regarding the proposal. The Planning Commission and City staff recommend approval <br />of the request for rezoning. <br /> <br />Councilmember Kurak requested verification that the sketch plan was only presented for an <br />example. <br /> <br />Community Development Director Frolik replied that the Council would not be giving any <br />commitments to the site plan of the subdivision plan. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to adopt Resolution #02-02- <br />__ adopting Findings of Fact # relating to a request to rezone property in Section 25 from <br />R-1 Urban Residential to R-3 Urban Residential to accommodate the ACCAP housing project. <br /> <br />Motion ca,Tied. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Kurak. Voting <br />No: Councihnembers Hendriksen and Zimmerman. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to introduce Ordinance #02- <br />02- rezoning property in Section 25 from R-1 Urban Residential to R-3 Urban Residential to <br />accommodate the ACCAP housing project. <br /> <br />Further discussion: Councilmember Kurak stated that she was voting in favor of the rezoning <br />only because the Comprehensive Plan has the land identified as such, but she did not want <br />ACCAP to believe it was an approval of the sketch plan that was submitted. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Kurak.
