-62-

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City
Council appoint Megan Wald to the position of Associate Planner, effective March 13, 2002, at
an annual salary of $41,095, and authorize staff to begin the rec~n, titment process for the
Community Development Assistant position.

Further discussion: Councihnember Anderson stated that as the moratoriums come off maybe
they should be considering adding additional staff in the Community Development Department.
City Administrator Norman stated there is a significant increase in development in the City and
staff was going to be proposing a staff increase for 2003, but they could consider additional staff
for 2002. Councilmember Anderson stated that the Community Development staff seems to be
behind and there seems to be a need for a lot of updating, but she understood that the City would
need a way to pay for additional employees. Mayor Gamec stated that he did not know that they
could support another position at this time. Councilmember Hendhksen stated that if the heavy
workload staff is seeing has to do with the moratoriums and the Comprehensive Plan, then
maybe it is temporary problem. He recommended adding staff on a contract or temporary basis.
City Administrator Norman stated that staff could bring back a report with some projections.
Mayor Gamec stated that he would not be opposed to having additional staff, but he would like
to see dollars and the types of people they would be looking for. Councihnember Zimmerman
stated that the City could hire a consultant to work on the town center and then they could look at
the possibility of additional staff when they start reviewing the 2003 budget in July.
Councilmember Hendriksen stated that he would thirtlc that the City could benefit fi'om other
communities on developing the town center site. Councilmember Kurak stated that if they are
going to bring in someone in for the town center, that is not an immediate need and could
probably be handled by consultants. If they feel there is going to be a significant increase in
development and it is determined additional staff would be needed, then they should research it.
City Administrator Norman stated that staff would bring a report back.

Motion can'ied.
