CASE <br /> <br /> REQUEST FOR FINAL PLAT REVIEW OF <br /> WEST RAMSEY INDUSTRIAL PARK; <br /> CASE OF J.R. Land and Cattle Co., L.L.C., is proposing to plat property located north of Highway #10 on <br />the City's common border with Elk River. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Site location map <br />Final Plat <br />Letter from Phyllis Hanson, Metropolitan Council <br />Letter from City of Elk River <br />City Staff review letter dated March 22, 2002 <br />Proposed resolution for Final Plat approval <br />Proposed Development Agreement <br /> <br />Notification: <br /> <br />State Statue does not require a public hearing for final plat approval. Staff sent hearing notices to <br />residents within 350-feet of the subject property for the preliminary plat hearing held in <br />December. <br /> <br />Observations: <br /> <br />The area to be platted is approximately 17.29 acres in size. The final plat is proposing to plat one <br />4.3~acre lot and one 2.3-acre lot for development. Lot 1 is proposing to be utilized by MinnDak <br />~br light industrial uses. The final plat is proposing .to also plat two outlots; Outlot A will be <br />utilized for future platting and development and Outlot B Will be preserved for a future road <br />connection to Alpine Drive. The developer has agreed to convey Outlot B to the City upon <br />request. <br /> <br />Lot I and Lot 2 meet the minimum lot area and width requirements established in the Industrial <br />district. <br /> <br />The City Council introduced a rezoning ordinance on February 26, 2002 to rezone the property <br />fkom B~I Business to Industrial. The City Council will consider final adoption of the rezoning <br />request at the March 26, 2002 City Council meeting. <br /> <br />The property is also subject to a Comprehensive plan Amendment since the 2001 <br />Comprehensive Plan designates this property for Places to Shop. The City Council reviewed and <br />approved the comprehensive plan amendment request on February 26, 2002 contingent upon <br /> <br />-111- <br /> <br /> <br />
