CASE REQUEST FOR FINAL PLAT REVIEW OF WEST RAMSEY INDUSTRIAL PARK; CASE OF J.R. LAND AND CATTLE COMPANY By: Megan Wold, Community Development Assistant Background: J.R. Land and Cattle Co., L.L.C., is proposing to plat property located north of Highway #10 on the City's common border with Elk River. The following items are enclosed for your information: a) b) c) d) e) g) Site location map Final Plat Letter from Phyllis Hanson, Metropolitan Council Letter from City of Elk River City Staff review letter dated March 22, 2002 Proposed resolution for Final Plat approval Proposed Development Agreement Notification: State Statue does not require a public hearing for final plat approval. Staff sent hearing notices to residents within 350-feet of the subject property for the preliminary plat hearing held in December. Observations: The area to be platted is approximately 17.29 acres in size. The final plat is proposing to plat one 4.3~acre lot and one 2.3-acre lot for development. Lot 1 is proposing to be utilized by MinnDak ~br light industrial uses. The final plat is proposing .to also plat two outlots; Outlot A will be utilized for future platting and development and Outlot B Will be preserved for a future road connection to Alpine Drive. The developer has agreed to convey Outlot B to the City upon request. Lot I and Lot 2 meet the minimum lot area and width requirements established in the Industrial district. The City Council introduced a rezoning ordinance on February 26, 2002 to rezone the property fkom B~I Business to Industrial. The City Council will consider final adoption of the rezoning request at the March 26, 2002 City Council meeting. The property is also subject to a Comprehensive plan Amendment since the 2001 Comprehensive Plan designates this property for Places to Shop. The City Council reviewed and approved the comprehensive plan amendment request on February 26, 2002 contingent upon -111-
