I <br /> ! <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />! <br /> <br />Final Plat Review <br />March 22, 2002 <br />2 of 3 <br /> <br />A final grading plan has been included with the information submitted for final plat. <br /> <br />A permit ~¥om the Lower Rum River Water Management Organization will be <br />necessary for this development to occur. <br /> <br />Drainage and Utility Easements: The.standard ten foot wide drainage and utility <br />easements are proposed to be provided along the perimeter of Lot 1 and Lot 2. The plat <br />is providing a 20-fbot drainage and utility easement along the common property line of <br />Lot I and Lot 2. <br /> <br />Streets: The final plat is proposing to provide public access to Lot 1 and Lot 2 via the <br />extension of 156~' Lane NW from Elk River into the property. This extension requires <br />construction of the road on a small portion of a drainage and utility easement located in <br />the City of Elk River. Staff will need to receive a letter from the City of Elk River <br />stating their approval for the construction of street pavement on a drainage and utility <br />easement located in Elk River prior to recording the plat. The proposed plat' proposes <br />to construct appro.ximately 600 feet of public street to adequately serve Lot 1 and Lot <br />2. The remainder of road right-of-way necessary to connect this section of street to the <br />future road right-of-way platted as Outlot A in Ramsey Commercial Park ?d Addition <br />to the east will be preserved as Outlot B and conveyed to the City upon request. The <br />street will be required to be built to our Industrial zoning rec~uirements of 40 foot width <br />with B 6/18 concrete curbing and gutter. <br /> <br />Park Dedication Fees: Park dedication will be satisfied through a cash payment of <br />Seventeen Thousand Sixty Two Dollars and no cents ($17,062.00). Outlot A is exempt <br />from park dedication requirements at this time. <br /> <br />Sewer and Water Trunk Charges: Sanitary sewer and municipal water are not <br />available to the proposed plat. The' current 2001 Comprehensive Plan establishes a <br />general policy that all new commercial developments should be served with urban <br />utilities in order to insure high quality development. Since municipal services are not <br />available to the site, the development agreement will stipulate that the site will need to <br />connect to urban services within 2 years' of availability. Sewer and water trunk charges <br />will be collected at that time. <br /> <br />-119- <br /> <br /> <br />
