Industrial district. The industrial district restricts lot coverage to 35°,/o, the site plan is proposing <br />to construct a total of' 15,000 square feet of building space on 4;6 acres, which equates to <br />approximately a 7.5% lot coverage. <br /> <br />The site will derive one (1) access point from the extension of 156th Avenue. <br /> <br />City Code requires all driveways and off-street parking areas to be paved and finished with B- <br />6/12 concrete curbing. The site plan indicates that the employee/customer parking area and the <br />loading berth area will be surfaced with bituminous pavement. According to the site plan, the <br />customer/employee parking area will be finished with concrete curbing. The applicant would <br />like to construct a future addition within the next 3-5 years that would consist of approximately <br />25,000-35,000 square feet of office/warehouse space. On February 26, 2002 the applicant <br />requested City Council approval to waive the concrete requirements in the future expansion area. <br />City Council directed the applicant meet with the City Engineer to determine an alternate plan <br />for concrete curbing. Instead of installing concrete curbing, the applicant is proposing to <br />establish bituminous curbing around the perimeter of the loading berth area. The City Engineer <br />feels that the proposed bituminous curbing achieves the same goal as concrete curbing. Staff <br />incorporated language in the development permit stating that the bituminous barrier around the <br />loading berth must stay intact until such time that the applicant chooses to construct a future <br />addition along the subject barrier bituminous line. <br /> <br />The proposed development is subject to the review and permitting of the Lower Rum River <br />Watershed Management Organization (W-MO). <br /> <br />The exterior building materials for the principaI structure are proposing to consist of rock face <br />concrete block with a pre-t'inished metal coping accent; this meets City Code requirements. <br /> <br />The landscaping plan is acceptable. <br /> <br />The facility will be served by on-site sewer and water facilities. The 2001 Comprehensive Plan <br />includes a general policy stating that new commercial/industrial developments should be <br />serviced by urban services. Since municipal services are not available to the site, The <br />development permit incorporate language requiring connection to urban services within 2 years <br />of availability. <br /> <br />The Planning Commission reviewed the proposed site plan on February 7, 2002. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning Commission recommend that the City Council approve the proposed <br />site plan for MinnDak. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />i <br />! <br /> <br /> <br />
