I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />I <br /> <br />CASE #: g <br /> <br />REQUEST FOR SITE PLAN APPROVAL OF SUNWOOD ESTATES; <br />CASE OF ANOKA COUNTY COMMUNITY ACTION PROGRAM <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Jeff Johnson from Anoka County Community Action Program (ACCAP) has applied for site <br />plan approval to develop a rental project consisting of 32 townhomes on the property located <br />west of Highway #47 (St. Francis Blvd.) and south of Sunwood Drive. The following items are <br />enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site Location Map <br />Site Plan <br />City Staff Review Letter d. ated January 29, 2002, revised March 20, 2002 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site Plan's are not required to be subjected to a public hearing. However, the Applicant also <br />requested a rezoning, which did require a public hearing. Therefore, neighboring property <br />owners are aware of the proposed development. <br /> <br />Observations: <br /> <br />The property consists of approximately 11.31 acres and is currently zoned R-3 Urban Residential <br />and R-1 Single Family. The City received an application to rezone the R-1 portion of the <br />property (2 acres) to R-3 Urban Residential, in accordance with the 2001 Comprehensive Plan. <br />On February 26, the City Council adopted findings of fact and introduced the rezoning <br />ordinance. Fina[ adoption of the rezoning ordinance will also be on the March 26 Council <br />agenda. <br /> <br />The site plan is proposing to construct four 6-unit and one 8-unit townhome structures (15 2- <br />bedroom, 15 3-bedroom, 1 4-bedroom and 1 5-bedroom). The units will receive access from a <br />private street or driveway collector extending off of Sunwood Drive. The developer's original <br />proposal was that the most northerly access onto Sunwood would be restricted to emergency <br />vehicles only. The City Engineer recommended that both accesses from Sunwood'be full service <br />and the site plan was modified accordingly. Mn/DOT also requested that the most northerly <br />access be adjusted to the south at least 250 feet from the intersection of Sunwood and T.H. #47. <br />The access has been realigned as far south as possible (approximately 180 feet from T.H. #47) <br />while maintaining the City's standard for a 90 degree angle at the intersection with Sunwood. <br /> <br />Building coverage is restricted to 35% of the property. The building coverage proposed on Lot 1 <br />is approximately 11%. All of the structures meet or exceed the applicable structure setbacks <br />from property lines. <br /> <br />-161- <br /> <br /> <br />
