-182- <br /> <br />("Required Improvements). <br /> <br />FIRE LANES. Fire lanes shall be maintained on the Site. The exact location of these items <br />on the Site shall be as directed by the City's Fire Chief. <br /> <br />7. LIGHTING. Any lighting installed on the Site is subject to prior approval by the City <br /> Engineer. <br /> <br />BUILDING FACADE. The Perrnittee agrees to construct the Structures of maintenance- <br />tree siding, masonry brick, and asphalt shingles in accordance with the Building Elevations <br />dated November 28,200 l, prepared by ESG Architects, Inc. <br /> <br />9. MAILBOX STANDARDS. A uniform cluster mailbox plan will be required. The design <br /> and location of the mailboxes are subject to the'approval of the Public Works Director. <br /> <br />10. <br /> <br />REQUIREMENTS FOR BUILDING PERMIT. No building permit shall be issued until: <br />(a) the plat of Sunwood Estates has been recorded at Anoka County; (b) a Class 5 driving <br />surface is installed to within 300 feet of the structure; (c) a Certificate of Survey, including <br />that survey information required by the CITY has been supplied to the City Building <br />Official; and (d) all the financial guarantees required by the CITY have been satisfied; and <br />(e) the CITY has been provided with a copy of all permits required by other agencies. <br />Approval of the building foundation requires a certificate of elevation signed by a licensed <br />(Sta~;e of Minnesota), professional land surveyor, verifying that the elevation complies with <br />the approved grading plan for the Plat. Foundation approvals will require a certificate of <br />elevation verifying that the actual elevation is in compliance with the approved grading and <br />drainage plan.. The lowest floor elevation shall be at least 2 feet above the 100 year <br />elevation. No occupancy permits shall be issued until: (a) vehicular access is provided <br />including the installation of at [east one layer of bituminous surfacing; (b) all utilities .are in <br />place, operational and accepted by the CITY; (c) the City has been provided with a <br />certificate of grading for any lot with a slope flatter than 2%. <br /> <br />11. IMPROVEMENT CONSTRUCTION SCHEDULE. The Required Improvements shall <br /> be completed before November 1, 2002. <br /> <br />12. ESCROW FOR REQUIRED IMPROVEMENTS. The DEVELOPER has provided <br />financial surety for improvements as a part of the Development Agreement associated with <br />the Sunwood Estates Plat. The DEVELOPER agrees that this escrow.will apply to all <br />improvements referenced herein. <br /> <br />Upon completion of the construction of the Required Improvements, the financial guarantee <br />shall be returned to the Permittee and the Permittee shall be required to provide the <br />landscaping maintenance guarantee described in Item #13 of this Development Permit. The <br />determination of completion of the construction of the Required Improvements shall be made <br />by the City Council after consultation with the City Engineer.
