-32-

City AdminiStrator Norman inquired if the direction of the Council was to use Mr. Levine on an
hourly basis for future projects especially if there is a need to do work with MnDOT.

Councilmember Hendriksen stated that there are going to be very significant issues regarding
Highway #10 freeway standards, and the River Bridge crossing which he would like to see Mr.
Levine on board for. Stating that he understood that there wasn't an immediate need for his
services at this time, so he would be open to some type of retainer system to assure his services
in the future.

Consensus of the Council was to direct staff to discuss the issue further with Mr. Levine and
report back to the Council.

2) Website Design and: Hosting

Barry Johnson, Dynamic Informa~on Systems, reviewed the website design proposals the
Council had considered in Apri(:':7~001.:-in comparison to the GovDocs proposal. He also
presented the Council with.a_~_°~{~'~d V~l~-analysis of the GovDocs and GovDelivery system.

Councilmember Hendriksen stated that. he felt that the GovDocs solution has been "shoved down
the Council's throat" where the city ~6uI~5~b'e paying big bucks over a long time and then the
City would end up with nothing at theend if they choose to walk away.

Mayor Gamec requested that the issue:~be!~la'Ced l~e'fore the Council at the next City Council
meeting for final action so that the arguing can Stop.

Councilmember Hendr/ksen stated that the G~¢DocS'iP~0Posal':~rovides very little service to the
City and if the City were to decide that at some po. iht'it i~ not cos¢:~ective the City ends up with
nothing.

Councilmember Kurak inqmred as to how other services comp~os~ise to what GovDocs
offers..

Mr. Johnson replied that there is really no other company that offers the subscriber service
similar to GovDocs, which is why he had to get costs on customized solutions.

Councilmember Kurak inquired as to how the GovDocs prices compare to the customize
solutions.

Mr. Johnson began to review those costs and a very heated discussion occurred amongst the
Council.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to adjourn the City Council work
session.

City Council/March 5, 2002

i
I
I
I
I
I
I
1
!
I
