7.02: Consider Joint Powers Agreement (JPA) with Anoka County for the Intersection <br />Reconstruction and Signalization at County State Aid Highway 57 (Sunfish Lake <br />Boulevard) and Alpine Drive <br />City Engineer Himmer reviewed the staff report. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to approve the JPA <br />with Anoka County for the intersection reconstruction and signalization at CSAH 57 and Alpine <br />Drive, to authorize staff to sign the final construction plan set if no significant changes are <br />proposed, and to authorize the City Administrator to sign the JPA once the City Attorney has <br />reviewed and accepted it as it relates to legal matters. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Elvig, Jeffrey, and <br />McGlone. Voting No: Councilmember Wise. Absent: Councilmember Look. <br />7.03: Adopt Ordinance to Rezone Property R -1, R -2, R -3 Residential to Public /Quasi <br />Public <br />Planning Manager Miller reviewed the staff report. <br />Public Works Director Olson noted the feasibility study had just been prepared, but that study <br />did not go into depth as to who was responsible for which costs, but this would be figured out by <br />December 14. <br />Councilmember Elvig requested an update prior to December 14. <br />City Attorney Goodrich recommended the following language: "And upon approval of the final <br />plat of the subject property ". <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to waive the reading of <br />the Ordinance per City Charter and adopt Ordinance #10 -15 to approve the request for a Zoning <br />Amendment from R -1 R -2, and R -3 Residential to Public /Quasi Public with the language <br />presented by the City Attorney. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Look Absent <br />Councilmember McGlone aye <br />Councilmember Jeffrey aye <br />Councilmember Elvig aye <br />Councilmember Wise aye <br />Councilmember Dehen aye <br />Mayor Ramsey aye <br />Motion carried. <br />City Council / November 9, 2010 <br />Page 7 of 9 <br />P13 <br />
