I
I
I
I
I
I
I
I
I
I
I
I
:1
I
I
I
I
I

RECEIVE PROPOS.&L FROM DYNAMIC INFORMATION SYSTEMS TO
PROVIDE CONSULTING SERVICES TO DEVELOP A TECHNOLOGY PLAN
FOR THE CITY OF RAIMSEY
Klm Moore-Sykes, Assistant City Administrator .

Background:
For more than a year, Staff has been trying to develop a technology plan to meet current
and emerging needs of the City. In meeting with the Council at several worksessions to
discuss th_is issue, it has become apparent that th_is .is a bigger project than or/gSnally
anticipate, d because of the quickly chan~ng nature of electronic technology and limited
resources. The Community is also aware of the City's lack of electronic access and Staff
has received comments about the need to be more communicative electronically.

At a recent community meeting, Staff was ~ven information about Barry Johnson, who
assisted a local company in determining their technology needs. Mr. Johnson then
assisted them with the implementation of a plan that would meet those needs. Staff
talked with the executives of this company who were involved with this process and who
also worked with Mr. Johnson. Their staff spoke very favorably of Mr. Johnson and his
firm, calling his work "honest and straightforward".

Observations:
Staff met with Mr. Johnson as a result of this information. His company,' Dynamic
Information Systems, is a 45-employee information systems firm that provides clients
with consultation and implementation services in web developm4nt, information
management and retrieval. Staff discussed several of the projects that the City has with
Mrl Johnson:' He Lndicat'ed '.that. his firm is well situated to assist the City in developing a
technology plan. Mr. Johnson reported.that he would be the project manager and would
be working closely with the City on this project.

Mr. Johnson's Curriculum Vitae and his proposal are attached for Council's
consideration.

Committee Action:
Recommend to the City Council that they approve and accept the proposal for $2,000 as
submitted by Barry Johnson, Dynamic Information Systems, LLC to assist City Staff in
developing a technology plan to implement the City's IT projects.

Council Action:
Motion to accept the Finance Committee's recommendation to accept Mr. Barry
Johnson's proposal to assist City Staff tn developing a technology plan to implement the
City's IT projects.
