Staff recommended that Brian
Olson be placed in the position of Principal City Engineer effective February 13, 2002 and that
City Engineer Jankowksi be given $2,700 as one time compensation for the City vehicle he
currently utilized. The proposed salary change would include placing City Engineer Olson to
step 3 effective January 1, 2002 and go to step 4 on his anniversary date. Engineer Jankowsld
would go to and remain at step 5 in recognition of having no supervisory responsibilities.

Councilmember Anderson recommended having the employment contract reviewed by the City
Attorney.

Director of Public Works/Fire Chief Kapler replied that staff would discuss the issue with the
City Attorney prior to the regular~City Council meeting.

Motion by Mayor G _am~Td*j~:seconcted by Councilmember Kurak, to recommend that the City
Council accept the ~;ii~C Works l~iCector recommendation including a six month probationary
period for Mr. Olson'~4 conting~'hppo~City Attorney review of Mr. Jankowsk/'s employment

Further d~scuss~on: Counc~lmembe~?Hend~en ~nqmred ~f the promotion would place Mr.
Olson as a department head. ~irecto~~`~:~ ..... i'C Works/Fire Chief Kapler replied no, explaining
that Mr. Olson would still be und~;.}~is directiom~ Councilmember Hendriksen inquired if
department heads typically serve a qcer.y_.~2~b~r~ary period. As in the past the command positions carry a two-year term, with half of
the group available for application in each year. The Training Officer term is one year. This
allows both opportunity for change while also keeping some level of stability within the ranks.
For the year 2002 the following positions were open for application: Assistant Chief #2, Captain
#12, Lieutenant #2, and Training Officer. Historically the Fire Chief has conducted applicant
interviews and makes a recommendation to the City Administrator for approval. In this case the
interviews were completed in December of 2001 and the recommendation was discussed with the

Personnel Committee/February 12, 2002

I

I
I'
I

I

I

I
I
I
I
I
I
I
I
I
