Final Plat Review: Highlands At River Park <br />December 13, 2001 <br />Page 3 of 4 <br /> <br />Please provide the 100 year ponding elevation for the rear yard catchment areas requested in <br />a previous e-mail. Please provide in a similar format that was provided for the rear yard <br />catchment area west of Yakima Street. <br /> <br />The final grading plan should be provided to the City in digital format (Autocad 20001) prior <br />to acceptance. <br /> <br />7A. Construction Plans: One (1) full size (24x36) and three (3) 1 lx17 sets of construction plans <br /> shall be re-submitted and approved by the City Engineer as a condition of the final plat <br /> approval. Additionally, copies of all additional permits required to construct the <br /> improvements must be submitted (MCES, MPCA, MDH, etc.) <br /> <br />Tree Preservation Plan: As stated at the time of Sketch Plan Review, the Grading and <br />Erosion Control Plan does identify existing tree growth and removal limits. The addition of <br />one 2 inch dbh tree to each lot still needs to be stated on the Plan. <br /> <br />Park Dedication: As a result of several meetings with the Park and Recreation Commission, <br />a in-depth program to satisfy park dedication reqfiirements has been crafted. The park <br />dedication language in the development agreement addresses the entire plat of 157 lots and <br />establishes a schedule for the park improvements. <br /> <br />10. <br /> <br />Trail Development: There is a trail development fee of $62,800 (157 units x $400/unit) <br />ultimately due on the plat as reflected in the approved preliminary plat. There is an 8 foot <br />wide bituminous trail connection proposed within a 35 foot wide corridor from the easterly <br />terminus of 155t~ Lane N.W., through the expanded Bear Park and terminating at Roanoke <br />Street. There is another 8 foot wide bituminous trail within a 35 foot wide corridor proposed <br />to link up with the unnamed park lot to the north. The project will also include a trail along <br />the north side of Alpine Drive N.W. from T.H. #47 to Roanoke Street. Credit for trail <br />construction will' be' determined by bidding and mutual agreement between the City and <br />Developer. <br /> <br />11. <br /> <br />Trunk Sewer and Water Fees: There is a sewer and water development fee of $284,798.00 <br />(157 units x $1,814/unit) due on the ultimate plat as reflected in the approved preliminary' <br />plat. The City has requested the on site sewer be lowered to accommodate expansion in the <br />future. The cost of this work is estimated at $68,000. The Developer has proposed that the <br />remaining $216,798 be used for off-site sewer and water improvements required to provide <br />sewer and water to the site. These improvements are estimated at Two Hundred and Fifty <br />Five Thousand Dollars ($255,000.00). Since the costs for the improvements exceed the <br />Sewer and Water Trunk Fee, there shall be no trunk fees collected as part of this <br />Development. <br /> <br />12. <br /> <br />Stormwater Management: There is a stormwater management fee of Twenty One Thousand' <br />Seven Hundred and Fifty Dollars and no cents ($21,750.00) (58 units x $375/unit) due on the <br />first phase of this development. <br /> <br />-109- <br /> <br /> <br />
