-170-

Review Letter: Minnndak
February I, 2002

Outside Storage: It is Staff's understanding that the subject property wiI1 contain lit-tlc to no
outside storage. It should be noted that outside storage of equipment and materials must be
placed on a bituminous surface and is not permitted to encroach into the designated
customer/employee parking areas.

Lighting: A lighting plan has been submitted and meets City requirements.

Off-Street Loading Area: City Code requires one off-street loading berth for buildings that
have over 10,000 square feet of floor area and one additional loading berth for each additional
25,000 square feet. The site plan is proposing six loading docks, this exceeds City Code
requirements

Landscaping: The shrub and tree specified on the Landscape Plan are good choices for the
subject property and therefore Staff is recommending approval of tree caliper of less than 2 -2 ½
inches. The plan meets the standard minimum requirements.

Drainage and Grading: This site is bei.ng built as a Iht within West Ramsey Industrial Park.
That development proposes to route al1 of the storm water runoff to an unoutletted regional pond
north of 156'h Avenue NW. This site plan does not comply with that objective. The site should
be regraded to direct all of the runoff to the regional pond. Upon completion of the storm
ponding facilities, erosion control measures should be installed to protect the ponding from
sedimentation.

The Lower Rum River Watershed Management Organization (WMO) will require a permit for
this development. From the National Wetlands Inventory Map it does not appear that there are
any wetlands on the subject property. This information should be verified as it will be part of the
process for the WlviO permit. Evidence of a WMO permit must be supplied before any grading
activity begins.

The ponding and storm sewer construction must be protected by a drainage and utility easement
and must be completed prior to the issuance of a building permit.

Access: The site will derive access through one entrance offof 156t~ Avenue NW.

Storm Water Management Fee: The City has enacted a Stormwater Management Fee and the
current rate is Three Thousand Seven Hundred Forty One Dollars ($3,741.00) per commercial
acre. The amount of Stormwater Management Fee du& on'the 4.58-acre parcel is seventeen
thousand one hundred thirty four dollars ($17,134.00). A cash payment will be required prior to
the City issuing a Building Permit.

REU Number: The City has assigned the property a Residential Equivalent Unit (REU) number
of 9.34. This equates to a quarterly drainage and utility fee of $235.37 (4.58 acres x 2.04 x
$25.20).

I
I

i
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
