Review Letter: Minnndak
February 1,2002

Utilities: The facility is proposed to be serviced by an on-site septic and well system. The City
adopted the 2001 Comprehensive Plan on December 18, 2001. The Comprehensive Plan
includes a general policy stating that new commercial developments should be serviced by urban
services. Since municipal services are not available to the site at this time, Staff is
recommending that the development permit require connection to urban services within 2 years
of availability.

Drainage and Utility Easement: The temporary cuI-de-sac easement should be shown to be in
compliance with the .proposed preliminary plat for West Ramsey. Industrial Park. The standard
1 O-foot easements are shown around the perimeter of the subject property.

Setbacks: The building location exceeds the 40-foot front and 35-foot rear yard and 20-foot side
yard setback requirements. City Code requires a 20-foot green space area adjacent to all public
roads; the site plan complies with this requirement.

Architectural Standards: City Code restricts' building height to 35~feet, the proposed
office/warehouse facility will be 24 feet in height, which meets City standards. City Code
restricts exterior wall finishes to consist of brick, natural stone or pre-cast concrete panels or
other material as approved by City Council. The building elevation plan indicates that the
exterior wall materials for the office/warehouse structure will consist of rock face concrete block
and a pre-finished metal coping accent. The proposed exterior building materials meets City
Code requirements.

Waste Storage: City Code requires that all solid waste and refuse receptacles be indoors or be
completely screened from abutting properties. The site plan indicates that a concrete wall will
enclose the waste storage area; this meets City standards.

Off-Sireet Parking - Design: City Code requires that all driveways, off-street parking and
maneuvering areas are to be surfaced with bituminous pavement and finished with B-6/12'
concrete curbing. The site plan indicates that the employee/customer parking and loading dock
areas are to be surfaced with bituminous pavement. The employee/customer parking area will be
finished with concrete curbing however the loading berth area is proposing to be absent of the
required concrete curbing. Staff is recommending that the loading berth area be finished with
concrete curbing.

Off-Street Parking - Spaces Required: City Code requires 6ne (1) parking space for every 200
square feet of office space. In th/s case, the number of parldng spaces required for the office area
is 12 parking stalls (2,400/200). City Code also requires one (1) parking space for the maximum
number of employees on one shift. The site plan indicates that there will be a maximum of 10'
employees on any given shift. The proposed 42 off-street parking spaces, would appear to
exceed City Code requirements.

-169-
