December, 2001 Draft <br /> <br />Private on-site septic systems will continue to support the rural areas of the <br />community. In addition, some areas within the transition residential areas may be <br />served by private on-s/re septic systems when the extension of municipal sewer is not <br />financially or physically practical. Residential lots within these areas, however, must <br />be able to support two drainfields in accordance with Minnesota Rules Section 7080. <br />All future commercial and industrial development should be served with municipal <br />sewer and water facilkies. <br /> <br />Goals for Sanitary Sewer System <br />The following are the general goals relative to the sanitary sewer system: <br /> <br />1. To provide municipal sewer services to ali future development with/n the <br /> ex. isting and future Metropolitan Urban Ser,Ace Area. <br /> <br />2. To increase the functional life of on-site sewage disposal systems and prevent <br /> the need for premature municipal sewer installation. <br /> <br />3. To protect the general health and welfare of the people of Ramsey. <br /> <br />Policies for sanitary Sewer System <br />k is the policy of the City to: <br /> <br />~il}E~end municipal sewer services to areas within the existing and future <br /> Metropohtan Urban Services Area as.shown on the futUre land use map <br /> <br />2. E~end municipal sewer services to rural areas on& if. <br /> <br />· A pollution problem exists due tc failing or leaking septic systems. <br />· The only cost effective solution to the problem is connection to municipal <br /> sewer or a central sewer system. <br />· Capacity ex/sts in the metropolitan treatment system to provide service to <br /> the rural area in question. <br />· A fair and' equitable financing tool is in place to recover the costs of <br /> building the sewer expansion facilities, so that ex. isting rural residents <br /> who remain on functioning private septic systems are not required to pay <br /> assessments. <br /> <br />3. Develop an equitable and fair financial framework for building and <br /> maintaining the existing and future municipal sewer system. <br /> <br />Provide for the efficient and timely ex-tension of municipal sewer services in <br />accordance with the development stag/ng plan as depicted in the future land <br />use plan. <br /> <br />5.
