They have been trying to take the appropriate steps and have invested <br />an enormous amount of time trying to put together a plan and is disappointed that he is hearing <br />such fundamental changes. He inquired if a PUD was the appropriate process to be taking. <br />Mayor Gamec replied that he felt it was the right process. Councitmember Kurak stated that she <br />agreed with the PUD. Coun¢ilmember Zimmerman stated that there has been some discussions <br />on not continuing Iodine Street to the existing neighborhood and questioned if that would be a <br />possibility. Mr. Black inquired if the City would want only one access into the site. <br />Councilmember Zimmerman replied no. City Engineer Olson stated that the connection to Iodine <br />Street provides two accesses to the neighborhoods as well as limiting access onto C.R. #5. If <br />they were to eliminate the connection, they would have two accesses onto C.P,,. #5. <br />Councilmember I-Iendriksen stated that he watched the public heating at the Planning Commission <br />and would like to review the traffic generation analysis because he questions the results.. He <br />inquired as to what ~vould happen if the Council orders an EAW and the plan is changed. City <br />Attorney Goodrich replied that the action would "die" because, if the plan changes, then the EAW <br />would have to address those changes. Mr. Black stated that the EAW is an environmental <br />worksheet to determine if an EIS is needed. He does not think that there .has ever been a <br />residential development that has needed an EIS. The EQB will already be commenting on the <br />petition that has been presented by the residents. He requested an opportunity to reanalyze the <br />development and come back with another proposal and, at that time, if they feel an EAW is. <br />necessary, then proceed. Councilmember Eendriksen stated that if Mr. Black withdraws his <br />rezoning request and says that he is willing to work on the development then he will withdraw his <br />motion. Mr. Black withdraw his rezoning request. <br /> <br />Councilmember Hendriksen and Councilmember Anderson withdrew their motion. <br /> <br />Motion withdrawn. <br /> <br />Councilmember Anderson requested that staff research the procedure for completing a minor <br />Comprehensive Plan amendment and to resolve as many issues as possible so that the process is <br />not further delayed. <br /> <br />b/ir. Shoberg stated that M.r. Black is not a resident of Ramsey, and the residents came to Ramsey <br />for the natural environment of the area. Eighty-five residents signed the petition for the EAW and <br />would like that to go through. The EAW is a guiding factor for a developer and it is their right to <br />petition for it. <br /> <br />Bruce Iverson, 14301 Neon Street NW, Ramsey, stated that he submitted recommendations for <br />improving the "The Ponds" development. He does not think that the development should be <br />approved as proposed, but would like to see the City continue to work with the developer. He <br />does not want to see the project stopped, but wants to make sure that it is planned to the guiding <br />principals. He suggested that the lots adjoining the pond be increased in size to match the existing <br />neighborhoods. The people that move into the new neighborhood will be making conscious <br />decisions on density in the townhome areas, but people along the wetland will be let5 with the <br />decision made by the Council.
