I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />Councilmember Hendriksen stated that the Council is in the process of trying to resolve their <br />differences about the Comprehensive Plan and one of those issues has to do with density. The <br />most recent draft of the Comprehensive Plan lays out density of 15 units per acre for high density, <br />7 units per acre for medium density and 3 units per acre for Iow density. The medium and high- <br />density requirements are twice what they were previously proposed. <br /> <br />Mayor Gamec stated that the City needs to have a certain amount of development to keep the tax <br />base level. <br /> <br />Mr. Iverson stated that all he is asking for is the size of the lots along the pond be increased. <br /> <br />Councilmember Hendriksen stated that findings of fact #10 needs to point out that the <br />development did exceed the Comprehensive Plan in townhome density. He stated that the <br />findings of fact should not be a vehicle to promote a particular position. #12 regulations say that <br />they cannot have private streets. He wished staff would be more careful in dra~ing this to state <br />what the City's zoning ordinances are. <br /> <br />Councilmember Zimmerman suggested eliminating the reference to the 2001 draft Comprehensive <br />Plan. <br /> <br />Mayor Gamec requested that staff review the findings of fact. <br /> <br />Councilmember Hendriksen inquired if the City Attorney was comfortable with the 60-day rule <br />being that the rezoning application was withdrawn. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Principal Planner Trudgeon noted that the applicant has extended the date to July 13m. <br /> <br />City Attorney. Goodrich noted that he will Verify the information. <br /> <br />Motion by Councilmember .Kurak, seconded by Councilmember Anderson, to table action on <br />Cases 8, 9, 10, 1 I, and 12. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, and <br />Zimmerman. Voting No: None. <br /> <br />Case #13: <br /> <br />Request for a Conditional Use Permit to Operate a Recycling and Processing <br />Facility for Metals and Landscape Timbers; Case of St. Paul Terminals, Inc. <br /> <br />Community Development Director Frolik stated that in 1989, the City issued: a conditional use <br />permit to Daniel Karst to operate an aluminum processing facility at 14050 Basalt St. NW. One. <br />of the terms of the permit is that reassignment of the permit to someone else would require <br />Council approval. Mr. Karst submitted a request to City Council on May 8, 2001, requesting that <br /> <br />City Council/June 26, 2001 <br />Page 18 of 28 <br /> <br />-169- <br /> <br /> <br />
