I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> ! <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Administrative Services Manager position into two positions back in early 2000 when Kim <br />Moore-Sykes, Assistant City Administrator, and Rhonda Heryla, Human Resources Manager, <br />were both hired. These two position were differentiated in terms of salary and job <br />responsibilities, however it may have been an oversight that only the Assistant City <br />Administrator role was given three weeks vacation considering the job responsibilities and level <br />of independent work required of the Human Resources Manager. In the last two years, it has <br />been demonstrated that the role of the Human Resources Manager is important to the City's <br />management team· Although it is not a department head level position, the Human Resources <br />Manger does perform specialized and sometimes sensitive work beyond what is required of <br />many other non-supervisory employees. Ms. Heryla's responsibilities include recruitment and <br />hiring, union negotiations, employee discipline, compensation review, benefits administration, <br />and policy review and implementation. <br /> <br />Motion by Mayor Gamec,.g~ by Councilmember Zimmerman, to recommend that the City <br />Council authorize the~.~an R~0.~rces Manager Rhonda Heryla to accrue three weeks of <br />vacation effective Fe[5~ary 28, 20~ <br /> <br />Further discussion: C~~b. 7rman inquired as to what the Human Resources <br />Manager currently accrues for ~a~t~$n tin~ City Adrninistrator Norman replied two weeks. <br />Councilmember Hendr/ksen :~q~:~sti0fi'~ if~[~ey would be causing problems by granting <br />supervisory benefits to non-supervlso~'~p:~s6~el. Ctty Adnumstrator Norman replied that he <br />did research that information and t~ are other..:5~n-supervisory positions that accrue three <br />weeks vacation. He explained that ~st ~ 'employees fall under' the union contract <br />and in most cases those employees thgl~ '~'~'~hot un~r the union contract start with three weeks <br />vacation. Councllmember Hendr~ksen stated ~t~e want~.~.~make sure that they have the basis <br />for making the change. Ctty Adm~mstrator Nq~an repf~}0~ ~he was reasonably sure that Ms. <br />Heryla was the only employee in the management te~:i~at di~ii'~'ot accrue three weeks vacation. <br />Councilmember Zimmerman inquired' if there w~;!~/~gradLi~d adVanCement for vacation time for <br />non-umon employees. Finance Officer Lund explained thgt ali emp}pffees fall under the same <br />Vacation schedule. After 6 years of employment vacation time is~,~aSed to three weeks and <br />after 11 years of employment vacation ttme .is increased to four ~t~s. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Coun~ilmembers Zimmerman, Anderson, <br />Kurak, and Hendriksen.
