Overall, ti~e a~'eed upon Reforestation ?lan indicates that Royal Oaks will locate and survey sig-nificant large and heald:y trees, compare locations to rile project grading plan, and use Best.Management Practices to preserve trees. The National Environmet',tal Policy Act of [969 (NE_PA) requires that Cederal agencies included in their dec/sion-making processes appropriate and usefut consideration oC all environmental effects and actions, analyze potential environmental effects of proposed actions and their alternatives for public understanding and scrutiny, avoid or minimize adverse affects of proposed actions, and restore and enhance environmental quality as much as possible. The [[DR .NEPA Check report provides in/bm'nar/on w[~ich may be used, in conjunction wkh additional research, to determine whether a site or action wilt have significant environmental effect. A review of EDR's NEPA Check report by ProSouvce revealed no CederaIly protected.natural areas on or immediately adjacent to the site. [n addition, the EDP,. report identified no tt'trearened or endangered species, fish and wildlife, or critical habitats on or immediately adjacent ~o cbc sire.
