Response to :he EAW Request <br />The Ponds Residential Deve[oomertt Pvoiect <br /> <br />displaced and will most likely find suitable habitat irt simhar areas nearby. <br /> <br />According to a representative of Royal Oaks, they have had several meetings widt the City of Ramsey <br />Parka Director and developed a tree presetwation plan for ~:he proposed project dial outlines the <br />tb [lowing: <br /> <br />I. White Pine transplantation (approximately 30 to 50 trees) at tb.e site; <br /> <br />2. Tree preservation associated with the proposed boulevard; <br /> <br />3. Clearing trees fi'om the proposed storm water retention ponds; <br /> <br />4. A schedule t'or preserving underbrush at the sire during construction activi, ties in order to <br /> minimize erosion: · <br /> <br />5. Changing Pe ~ading plan to preserve more [Tees (including a site visit to detem~ine the speck'ic <br /> trees for preservar, io2); and <br /> <br />6. Select tree,.ur.,n,- r; ~ on the large, heavitv, wooded residential lots. <br /> <br />Overall, ti~e a~'eed upon Reforestation ?lan indicates that Royal Oaks will locate and survey sig-nificant <br />large and heald:y trees, compare locations to rile project grading plan, and use Best.Management <br />Practices to preserve trees. In addition, Royal Oaks has a~eed ~o modify their grading plan (where <br />possible) to save additional trees at the site. <br /> <br />k~ addition to tl:e above, Royal Oaks has agreed to an additional 15 to 20 feet of lot setback on lots <br />along d~e largest wetland area in the western pot'don of the Site in order to provide additional buffer <br />space daere. <br /> <br />As parr of' ProSom'ce's research, an EDP,. NEPA Check report for the site was ordered from <br />[[nvironmental' Darn Resources [nc (EDR.), a regulatory database ao.d historical resources search firm. <br />The National Environmet',tal Policy Act of [969 (NE_PA) requires that Cederal agencies included in their <br />dec/sion-making processes appropriate and usefut consideration oC all environmental effects and <br />actions, analyze potential environmental effects of proposed actions and their alternatives for public <br />understanding and scrutiny, avoid or minimize adverse affects of proposed actions, and restore and <br />enhance environmental quality as much as possible. The [[DR .NEPA Check report provides <br />in/bm'nar/on w[~ich may be used, in conjunction wkh additional research, to determine whether a site <br />or action wilt have significant environmental effect. A review of EDR's NEPA Check report by <br />ProSouvce revealed no CederaIly protected.natural areas on or immediately adjacent to the site.
