There will be no individual sewer systems (septic)
constructed on the site. if any septic systems, water supp'iy or irrigation wells are found on the Site,
d'~ey wilt be abandoned as per any applicable local, state and/or federal re~lations. As a result, no
detrimental effects on total water and wildlife should occur.

Conclusions

Based on the findings of the Lin'tiled E,,kW and the responses to the citizens petition discussed above,
ProSource makes the following conclusions:

[. A mandatotv EAW is ~wr required foc:d~iS project since the number of new residential, units is boloTM
the requirements as outlined in Mn. Rules Part 4410.4.300.

No dredging, filling or significant modifications appear to be proposed in wetland areas as part of the
project. The development plans call for the construction of four new stom'~ water infiltration ponds to'
accommodate stom't water runoff. Additional vegetative buffer strips are also proposed to further
reduce surface water rurtoff into wetland areas.

No protected animals, plant species or habitats have been identified within or adjacent to the project.
Wetland areas will remain undisturbed and urban wildlife species will benefit from the proposed
additional vegetative buffer and tree plantings.

Wastes generated by the development ,,vill be handled by the municipal sewer system and safeguards
during site grading. Storm water runoff' wilt be managed by the construction of the new infiltration
ponds. Wells, septic systems or waste disposal areas are not proposed, thereby further diminishing the
potential detrimental effects on local waters and/or wildlife.

Reco m Ill e IlS a rio

[t is ProSource's opinion that the proposed development will not have a significant erivironmental effect.
[t appears that the proposed residential development project is compatible with adjacent and nearby [and
uses which is primarily residential w/th some limited retail/commercial. Given this compatibility and the
added vegetative setbacks, tree preservation practices and storm water runoff enhancements to minimize
the potential o1-' environmental effects, it does not appear that this project warrants preparation of a full
EAW.

ProSource Technologies, [nc.
