Staff had <br />researched the information for cities with populations between 10,000 to 20,000. The .fees <br />ranged from nothing (Ramsey and Lino Lakes) to as mUch as $200 for permit, with other <br />char~ng per linear foot, per pit, per crossing. One city (Stillwater) requires a $5,000 bond when <br />tearing up streets. Street Supervisor Grant Riemer has estimated the administrative cost of <br />processing ROW permits is equal to a minimum of one hour of his time or $75.
