The minimum slope needs to be no flatter than one percent. <br /> <br />Anoka County highway policy states that the discharge of stormwater to the county highway <br />ditch along CSAH 5 should be no greater that predevelopment conditions. Special attention <br />should be directed to the runoff from townhouse units 22 thru .35 of Block 5 to make sure that <br />they comply with Anoka County policy. <br /> <br />The plan also proposes steep grades along the sedimentation pond and wetland in the <br />southeast portion of the development. Max/mum grades adjacent to water bodies are six <br />horizontal to one vertical. Some of the slopes are nearly twice this steep. Retaining walls or <br />special landscape measures should be considered to reducing these slopes or minimizing the <br />erosion potential of these areas. <br /> <br />During the Planning CommiSsion public hearing held in June 2001-, a resident was concerned <br />with the location of the northwest drainage pond. The Planning Commission, 'as a condition <br />for approval, instructed the developer to work with the resident at finding other solutions in <br />regards to the location of the northwest drainage pond. The pond proposed is the same shape <br />and location as was considered previously. <br /> <br />The sedimentation pond located on portions of Lots I2, 13, and 14, Block 3 is problematic <br />from several perspectives. Tlxe required grading will result in steep backyard slopes that will <br />exceed the maximum allowed slopes. This grading will require the removal of trees to <br />accommodate the sedimentation pond. Finally, a portion of the pond is proposed to be <br />located on land which is to be dedicated as parkland. Staff'would suggest that the developer <br />discuss with the City the possibility of relocating this pond to an akernative location to the <br />south and east. Staff understands that the developer will be meeting with the Lower Rum <br />River Watershed in the near future to discuss the possibility of decreasing the size of the <br />drainage ponds. <br /> <br />Utilities and Water Usa,oct The development will be served by municipal water and sanitary <br />sewer. Sanitary sewer is available on the southern 13order of the site and watermain is <br />available along CSAH 5. A preliminary utilky plan has been submitted for review. The plan <br />is generally acceptable. Detailed construction plans will need to be submitted and reviewed <br />by the City Engineering Department. The developer will need to pay the standard trunk <br />charges associated with these utilkies. <br /> <br />A utility p[an has been submitted and is generally acceptable with the following comments; <br />Watermain on cul-de-sacs may be reduced from eight inch pipe' to six inch' pipe; 2) The <br />apartment building should be looped between Dysprosium Street and the eastern most <br />townhouse waterrnain. This will provide two sources of flow to the apartment building; 3) <br />An eight inch waterline should be extended between Lot 6 and 7 of Block 5 to provide future <br />service to Fluorine Street. <br /> <br />Tree Preservation Plan: Royal Oaks Realty and City Staff have met and agreed to a tree <br />preservation plan. The steps and requirements of the tree preservation plan will be detailed <br /> <br />-219- <br /> <br /> <br />
