In the commercial district, City
Code restricts wall signs to a size of 15% of the building front and a height not to exceed the top
of the building parapet. Blue Line Collision Center is allowed 93 square feet of wall signage for
their 40' x l 5.5' building. The Applicant is proposing 133.5 square feet of wall signage; which
results in a 40.5 square foot overage. The sign is also proposing to exceed sign height
restrictions by 3 feet. The increase in sign height would provide screening around mechanical
equipment located on the roof of the building. Blue Line Collision Center is proposing to
remove an existing legal non-conforming billboard sign located on the roof of the building'and
all existing wall signage. The Applicant would then like to install a sign in the form of an
awning that would extend the length of the building front and wrap around one side of the
building. The City has, in the past, granted conditional use permits to allow for larger signs than
allowed under City Ordinances (Ampride, Burger King, River Bend Plaza, Ramsey Town Square
and M & G Leasing Inc.). The subject property currently exceeds wall sign square footage
restrictions by approximately 227 square feet and the property contains a legal non-conforming
billboard sign. Recommending approval of the conditional use permit would provide a means to
significantly reduce the amount of signage on the property and provide a more aesthetically
pleasing appearance to a business with State Highway #10 frontage.

Citizen Input

Planning Commission/September 10, 2001

-257-
