We offer the following comments: <br /> <br />General: The proposed plat is a minor subdivision that proposes to create two new lots, one 2.5 <br />acre parcel and one 3.0 acre parcel from two existing homesteads consisting of a 5.38 acre parcel <br />and a 38.22 acre parcel (total area is 43.60 acres); <br /> <br />Zoning: The property is zoned R-1 Rural Residential. A final plat showing 4 lots in 43 acres is <br />in compliance with the 4 units in 40 acres density restriction that is stipulated in City Code. The <br />City Council adopted the 2001 Comprehensive Plan on December 18, 2001 and it includes <br />abolishment of the 4 units in 40 acre density restriction in the subject area. Staff is in the process <br />of updating City Code to be consistent with the 2001 Comprehensive Plan; which would allow <br />the area to be devetoped to a density, of 1 Unit per 2.5 acres. The Development Agreement will <br />restrict any further resubdivision of McDonald Second Addition Until Chapter 9 of Ramsey City <br />Code has been rewritten to be consistent with the Comprekensive Plan. <br /> <br />Resubdivision Plan: Section 9.20.11 iR-1 Rural Residential District) states that the subdivider <br />of property in the Rural Transition Area must file a Sketch plan with the City illustrating the <br />reasonable ultimate resubdivision of the plat to urban densities. Staff received a resubdivision <br />plan dated August 30, 2001 prepared by Oliver & Associates Inc. The submittal seems to <br />provide a reasonable re-subdivision plan in the event that sanitary sewer and municipal water <br />become available in the area. <br /> <br />Easements: The standard 5 foot/lO foot drainage and utility easements have been provided <br />around the perimeter of each tot. A 66-foot drainage and utility easement running north and <br />south on Lot 4, Block 1 has been provided.
