A list of
ad. vantages and. disadvantages along with a history of the use of private streets were discussed at
the City Council Public Works committee meeting on August 21, 2001. The consensus of the
Public Works committee was that the main road through the devel6pment absolutely needs to be
public and built to City standards. There was some discussion on allowing the use of "street-
like" driveways for townhome development. 'Other issues such as maintenance, police
protection, setbacks, and performance standards were discussed. The Public Works Committee
recommended that the issue be brought to the Planning Commission for a recommendation on
their use.

Chairperson Nixt inquired whether the Police Chief gave feedback. Lord of Life Church is
proposing to have a private street, which could be the longest private street in the City.
Chairperson Nixt suggested the City have standards for private streets.

Commissioner Johnson concurred. He felt that maintaining a public access easement over
private streets is important to get away from closed community issues. He said he wasn't as
concerned about the width of fight of ways, as he would be about snow throwing distance.

Planning Commission/October 4, 2001

-331.0
