City Attorney Goodrich noted that a motion to should be made to amend paragaph #10 to read that the proposed zoning amendment will not adversely impair the use or market value of any surrounding property. Councilmember Hendriksen inquired if that was necessary since all of the findings do not have to be in the positive. Councilmember Anderson replied that the statement is not true and should be corrected, but it is not tree. Case #4: Request for Preliminary Plat Approval of River Pines 5t~ Addition; Case of Oakwood Land Development, Inc. Community Development Director Frolik stated that Oakwood Land Development has submitted a preliminary plat to the City for a subdivision to be named River Pines 5t~ Addition. The property is located on the west side of'T.H. ~M-7, immediately north of the existing Apple Ridge/River Pines neighborhood. At the time of application, the property was located-outside the boundaries of the Metropolitan Urban Service Area (MUSA) and was zoned R-1 Rural Residential. At their regular meeting in September, the Planning Commission recommended that City Council approve an amendment to the Comprehensive Plan to expand the MUSA boundary to include the subject property.
