Each type of animal was assigned a number of animal units based on production of <br />waste· Then an appropriate number of animal units was prescribed for various size parcels <br />ranging from 3 to 20+ acres. The number of animal units allowed on a parcel would be <br />decreased by 1 unit for each horse being maintained on the subject property when there is a mix <br />of farm animals and equines. Language was also added to require a conditional use permit for <br />the maintenance of exotic animals on a parcel. Secondly, it was recommended that the horse <br />ordinance be clarified to reflect that when only equines are being maintained on a property, the <br />number of animals allowed is based on parcel size only and not based on units of waste <br />production as in the farm animal ordinance. The proposed ordinance amends the parcel size <br />requirements for maintaining horses. Currently the horse ordinance states that a property owner <br />'may have 2 horses on 3 acres, and one additional horse for each 1/2 acre over 3. The ordinance <br />amendment would require one full acre over 3 for each additional horse. Language was also <br />added to allow for the lease of_~ntig-uous property for increasing the number ofpecmitted horses <br /> parcel when the horse, o~:~ title to at least 3 acres. Thirdly, Chapter 5 has a Barns and <br /> on <br /> a <br /> Stables section that requi{~%arns~(~}.~be at least 50 feet from' any place of human habitation· The <br /> R-1 Rural Residential: S~ction in. C~ter9 requires barns to be at least 75 feet from any property <br /> line. As a result,~'~ Hor~.Care'Bo. ard mo&fled the proposed <br />ordinance amendments to reflect a comprormse of thmr' original, aft and Counmlmember <br />Hendriksen s suggestions. In summary, the number of ammal un[~aposed to be allowed on <br />10 and 15 acre parcels was increased. The Horse Care Board re¢~en~- that the City Council <br />introduce and adopt the ordinances as proposed. <br /> <br />Councilmember Hendriksen stated that his objection was that as acreage increased the number of <br />horses per acre went down, which seemed to be opposite of what should be happening. What has <br />since been proposed is more appropriate. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to introduce <br />Ordinance #02-01- to amend Section 5.09.01 Keeping of Certain Animals, Livestock and <br />Poultry, 6.09.04 Barns and Stables, and 5.09.05 Horses. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerrnan, <br />Anderson, and Kurak.
