-46- <br /> <br />Case #9: <br /> <br />Adopt Ordinance Amending Chapter 7, Section 7.13 of the Ramsey City <br />Code Entitled paWnbrokers <br /> <br />City Attorney Goodrich stated that during the City Council meeting of January 8, 2002, the <br />'Council introduced an ordinance that would amend Ramsey City Code, Chapter 7, dealing with <br />licenses; Section 7.13 deals specifically with the licensing of pawnbrokers. The amendment <br />would increase the number of days from 5 to 30 that a pawnshop owner would have to' hold <br />property prior to selling it. This would allow the Police Department more time to receive reports <br />of possible stolen items. There was no opposition from the public at the last meeting when the <br />ordinance was introduced; however, there was discussion relating to pawnshop owners keeping <br />better records. Staff was directed by Council to inform them about record keeping requirements <br />and penalties as outlined in the City Code. Chapter 7.13' of the City Code adopts by reference, <br />Minnesota Statute 325J, which attaches misdemeanor penalties for a violation thereof. The current farm animal ordinance states that a property owner may have <br />two goats, pigs or cows in any combination, as long as they have 3-20 acres of land and a <br />conditional use permit from the City. Beyond 20 acres, there are no limits on the kinds and <br />numbers of animals they may have (as long as it doesn't become a nuisance). Currently, there <br />are no regulations regarding the keeping of exotic animals such as ostriches.
