The activities of the City. are undertaken for the purpose of providing <br />a mixed_use~ transit-oriented and pedestrian-friendly dev.elopment that is <br />sustainable, provides housing, commercial and employment opportunities for the <br />citizens of the Ci .ty, and promotes the general welfare of'the City.. The Ci.ty will <br />endeavor to participate in the development of appropriate facilities, to benefit <br />residents of the Ci .ty. <br /> <br />Developer Goals. The activities of the Developer are undertaken for the purpose <br />of creating an entirely new communi .ty, including occupancy by residential, <br />commercial, civic and retail, users, in proportion, to encourage immediate <br />construction, sales and livabili .ty. <br /> <br />Joint City. and Developer Goals. The City and the Dex~eloper desire to use their <br />.joint best efforts and all resources a~,ailable to complete the RTC Project in a <br />,timely manner and to fund the RTC Prqject to insure its long-term proportionate <br />benefits to both parties. <br /> <br />4_. Predictability and'Incentive The City. and the Developer desire to achieve <br /> <br />predictability of economic impacts, .job creation and tax-base generation through <br />timely approvals, construction and pass through economic incentives to those who <br />generate those benefits, <br /> <br />Financial Sourcing. The CiW. and.the Developer desire to utilize the good faith <br />and credibility and credit of the Ci.ty and the Developer to encourage investments <br />and partnership..s of interest by other.governmental units and not for profit entities. <br /> <br />Security.. The City and the Developer desire to provide appropriate means, <br />securit3.5 recourse and remedies to protect the public and private investment. <br /> <br />Project Control. The City. and the Developer desire to provide a Master <br />Development Plan and mechanisms to insure conformity, to that plan, including <br />defined zoning and design guidelines to insure the community is bi, itt with <br />controls and standards encouraging sales and livability. <br /> <br />Civic Investment. The Ci.ty and the Developer desire to jointly invest in civic <br />facilities for the general welfare and common good, including, but not limited to <br />community, and government centers.~ parks and public greenspace, pedestrian <br />trails, and convenient parking facilities and transit. <br /> <br />Secondaw Developer. The Ci .ty. and the Developer desire to .iointly solicit and <br />select Secondary. Developer(s) that may increase the benefits to th.e Ci.ty and the <br />Developer through increased development, consistent with the ,joint plans.and <br />goals of the R_TC Proiect. <br /> <br /> <br />
