CASE #: q <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF RIVER PINES 5TM ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT, INC. <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted a preliminary plat to the City for a subdivision to be <br />named River Pines 54 Addition. The property is located on the west side of T.H. #47, <br />immediately north of the existing Apple Ridge/River Pines neighborhood. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Preliminary Plat dated December 11,2001 <br />Planning Commission public hearing minutes dated January 3, 2001 <br />City Staff Review Letter dated December 26, 2001 <br />Proposed resolution for preliminary plat approval <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to owners of property within 350 feet of <br />the subject property. Staff sent notices of the January 3, 2002 preliminary plat hearing to <br />residents within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />At the time of application, the property was located outside the boundaries of the Metropolitan <br />Urban Service Area (MUSA) and was zoned R-1 Rural Residential. At their regular meeting in <br />September, the Planning Commission recommended that City Council approve an amendment to <br />the Comprehensive Plan to expand the MUSA boundary to include the subject property. They <br />also recommended that the City Council rezone the property to R-1 Urban Residential to <br />facilitate development of the property at urban standards. The City Council introduced the <br />rezoning ordinance on December 11, 2001 and approved the 2001 Comprehensive Plan on <br />December 18,2001. The 2001 Comprehensive Plan expands the MUSA boundary to include the <br />subject property. <br /> <br />The plat area is 9.7 acres. The subdivision is proposing to plat 17 new single-family parcels and <br />one existing homestead for a total of 18 single-family lots. Net density (exclusive of Hwy. #47 <br />right-of-way) has been established at 1.9 units per acre. <br /> <br />The 18 lots will receive public access from the extension of I584 Lane into the plat from River- <br />Pines 2"a Addition to the west. Currently, 158t~ Lane dead ends on the west boundary of the <br />proposed plat and this is a public safety concern since the length of this dead end is greater than <br />600 feet.
