-158- plat. A cul-de-sac would extend east off of' Lithium to service the remainder of the lots. The existing homestead will have access to the cul-de-sac. The plat has been forwarded to Mn/DOT for review and it is expected that they will .suggest that the two existing driveways onto T.H. #47 from the existing homestead be abandoned and that right of access along T.H. #47 be dedicated to the State. The proposed cul-de-sac does not exceed the 600 foot length restriction. All of the lots meet the 10,800 square foot lot area and 80 foot lot width (measured at the building setback) requirements. Although density transitioning is currently not required between neighborhoods of differing densities, the Developer has provided for two one-acre lots on the common property line with the larger existing rural lots to the north. Sidewalks wilt be required along 158~ and Lithium Streets. The Park and Recreation Commission met on September 20, 2001 and recommended that park dedication be satisfied by the dedication of a 20-foot trail easement running parallel to State Highway #47 and a cash contribution: The Commission also recommended that the Developer be required to pave a trail running fr. om the northerly limits of River Pines 5'h Addition to the southerly limits of Apple Ridge, with the cost of trail construction outside the limits of River Pines 5t~' Addition being credited towards trail tees due on the plat. ~ The Planning Commission met on January 3, 2002, and conducted the public hearing regarding the proposed preliminary plat. There were no written or verbal comments submitted at the heating. Recommendation: The Planning Commission recommends preliminary plat approval. CouncilAction: Motion to adopt Resolution #02-01- _ to approve the preliminary plat for River Pines 5th Addition contingent upon compliance'with the City Staff Review Letter dated December 26, 2001.
