Councilmember Zimmerman inquired if they intended on keeping all of the surface water <br />drainage on their property. <br /> <br />Engineer, representing Oakwood Land Development, reviewed the current storm water system <br />and explained the proposed drainage plan. <br /> <br />Councilmember Hendriksen requested that the City Engineer review the drainage plan and <br />comments on it prior to preliminary plat approval. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to approve the sketch <br />plan for River Pines 5th Addition contingent upon compliance with the City staff review letter, <br />except that the additional right-of-way dedicated along T.H. #47 will be sized to accommodate a <br />trail only, in accordance with the recommendations of the Park and Recreation Commission. <br /> <br />Morton carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: <br /> <br />Request to Rezone Property from B-1 Business to R-3 Urban Residential; <br />Case of Orrin Thompson Homes <br /> <br />Community Development Assistant Wald stated that Orrin Thompson Homes has submitted an <br />application to rezone certain property located south of Sunwood Drive and west of State <br />Highway #47 from B-1 Business to R-3U Multiple Family Residential. The rezoning would <br />allow the applicant to construct a townhouse development. On-in Thompson Homes has entered <br />into a purchase agreement with property owner Marlene Kamis. Orrin Thompson Homes is <br />requesting that the City rezone approximately 14.08 acres from B-1 Business to R-3 Urban <br />Residential. Property to the north is R-1 Residential and R-3 Urban Residential, property to the <br />sou.th is .zoned R-3 Urban Residential.' To the east and west the adjacent properties are zoned R-1 <br />Residential. The current Comprehensive Plan' (1995) designates this area :for commercial uses. <br />The subject property to date has not been developed with commerci,al activities. The March <br />2001 Draft Comprehensive Plan shows the subject property being designated for medium density <br />residential development. A Comprehensive Plan Amendment will be required since the March <br />2001 Draft Comprehensive Plan has not been adopted. The City Council will be reviewing the <br />Comprehensive Plan Amendment request by Orrin Thompson concurrent with the rezoning <br />request. On November 5, 2001, the Planning Commission reviewed the rezoning request and <br />recommended that the rezoning request submitted by Orrin Thompson Homes be approved to <br />allow for a medium density residential development. <br /> <br />Councilmember Zimmerman stated that the access road coming off the curve does not appear to <br />be a wise choice. <br /> <br />City Council/December 11, 2001 <br /> Page 20 of 25 <br /> <br />-175- <br /> <br /> <br />
