Motion by Commissioner Johnson, seconded by Commissioner Reeve, to recommend that City <br />Council approve the request to rezone the subject property from R-IR Residential, B-1 Business, <br />and B-2 Business to R-3U Multiple Residential, based on the findings of facts. <br /> <br />Motion Carried. Voting Yes: Vice Chair Kociscak, Commissioners lohnson, Reeve, Sweet', and <br />Watson. Voting No: None. Absent: Chairperson Nixt and Commissioner Brauer. <br /> <br />Case #7: Request for Sketch Plan Review; Case of Edina Development <br /> <br />Principal Planner Trudgeon explained Edina Development has applied for sketch plan review of a <br />townhome development that will facilitate 112 townhouse units. This is not a detailed plan at this <br />point. The property is currently zoned B-1 Business, B-2 Business and R-1 Single Family. The <br />applicant is asking to rezone the property to R-3U Multi-Family Residential. If the property were <br />to be rezoned to R-3U, the property could be developed at a density not to exceed 7 units an <br />acre. The property is approximately 24.11 acres in size. The sketch plan shows a net density <br />(subtracting the road right-of-ways and _wetlands) of 7 units per acre. ' The proposed townhomes <br />consist of four and six unit structures. Additional detailed information will need to be submitted <br />at the time of site plan and preliminary plat review to determine if the proposed townhome lots <br />meet City requirements. The sketch plan is proposing private streets through the development <br />that will connect to Alpine Drive. The proposed private street alignment is not acceptable and <br />should be revised according to the City Engineers comments in the City Staff review letter dated <br />December 28, 2001. A detailed drainage and grading plan 'will be addressed during the <br />preliminary plat process. The project is subject to the review and permitting process of the Lower <br />Rum River Watershed Management Organization (WMO). The development will be required to <br />obtain a permit from MnDot showing the post and pre development calculations. The Planning <br />Commission should review the proposed sketch plan and provide direction to the developer, It is <br />noted that the outcome of all of the reviews may impact the actual number of townhome units on <br />the subject property. <br /> <br />Commission Business <br /> <br />Commissioner Johnson commented that Ms. Immerheiser's points made earlier were well taken. <br /> <br />Lee Eby, Edina Development, stated that this plan was thrown together to meet a two-day <br />deadline. The plan is not final, but was just created to make the deadline for the meeting. Since <br />this is just preliminary, more units can be moved up toward the wetlands. The area to the south <br />has no trees, but they will plant some. <br /> <br />Commissioner Johnson inquired whether there is some potential for working with property to the <br />west of this. <br /> <br />Mr. Eby confirmed there is and they have been trying to contact each other. <br /> <br />Commissioner Johnson requested the developer address the issues of where kids would play, the <br />bus stops and the traffic, and whether they can work with the property to the west. <br /> <br />Planning Commission/January 3, 2002 <br /> Page 16 of 18 <br /> <br />-201- <br /> <br /> <br />
