'222- <br /> <br />That on November 5, 2001, the Ramsey Planning Commission recommended that the <br />Interim Use Permit be granted for a three-year term. <br /> <br />That the Subject Property lies within an area that may be designated in the future as right- <br />of-way for a Mississippi River Bridge Crossing and/or Armstrong Blvd. right-of-way and <br />also within the future Town Center area. <br /> <br />That the proposed outside storage is permitted in the Industrial zoning district but needs <br />to be located on a paved bituminous surface and enclosed with a fence. <br /> <br />14) That the proposed use will not adversely impact traffic in the area. <br /> <br />That the proposed use will not be dangerous or detrimental to persons residing or working <br />in the vicinity of the use or to the public welfare. <br /> <br />16) <br /> <br />That the proposed use will not substantially or adversely impair the use, enjoyment or <br />market value of surrounding properties. <br /> <br />17) <br /> <br />That through 2005 the proposed use will be operated and maintained so as to be <br />harmonious and appropriate in appearance with the existing or intended character of the <br />general vicinity and such use will not change the essential character of the area. ARer <br />2005, because of the facts contained in finding #12 this finding may not be accurate. <br /> <br />18) That the proposed use will not Create additional requirements at public cost for public <br /> facilities and services. <br /> <br />19) That the proposed use will not be detrimental to the economic welfare of the community. <br /> <br />2o) <br /> <br />That through 2005, the proposed use will not be disturbing to existing or future <br />neighboring uses. After 2005, because of the facts contained in #12 this finding may not be <br />accurate. <br /> <br />21) That the proposed use will not be hazardous to existing or future neighboring uses. <br /> <br />22) <br /> <br />That the proposed use will not involve uses, activities, processes, materials and equipment <br />and conditions of operation through 2005' that may be detrimental to any persons, <br />property or the general welfare, by reason of excessive production of noise.
