Norman, City Administrator <br /> <br />Background: <br /> <br />The City recently completed a hiring process to fill the vacancy of an Assistant City <br />Administrator. In the course of that hiring process, the history and development of the Assistant <br />City Administrator position as well as the evolution of the Human Resources Manager position <br />were reviewed. As the City Council may recall, the City chose to split the Administrative <br />Services Manager position into two positions back in early 2000 when Kim Moore-Sykes, <br />Assistant City Administrator, and Rhonda Heryla, Human Resources Manager, were both hired. <br />These two positions were differentiated in terms of salary and job responsibilities, however it <br />may have been an oversight that only the Assistant City Administrator role was given three <br />weeks vacation considering the job responsibilities and level of independent work required of the <br />Human Resources Manager. ' <br /> <br />In the last two years, it has been demonstrated that the role of the Human Resources Manager is <br />important to the City's management team. Although it is not a department head level position, <br />the Human Resources Manager does perform specialized and sometimes sensitive work beyond <br />what is required of many other non-supervisory employees. Ms. Heryla's responsibilities include <br />recruitment and hiring, union negotiations, employee discipline, compensation review, benefits <br />administration, and policy review and implementation. <br /> <br />Finally, Ms. Heryla has expressed an interest in moving into more of an administrative role to <br />expand beyond personnel matters. This interest in special projects will be explored as a part of <br />her career deyelopment in the future. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that the City Council authorize Human Resources Manager Rhonda Heryla to <br />accrue three weeks of vacation effective on the two-year anniversary date of February 28, 2002. <br /> <br />Committee Action: <br /> <br />Motion to recommend that City Council authorize Human Resources Manager Rhonda Heryla to <br />accrue three weeks o f vacation effective February 28, 2002. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />PC: 1/22/02 <br /> <br />Copies also distributed to: <br />Personnel File <br /> <br />-259- <br /> <br /> <br />
