Scope
of Work
.

-278-

City of Ramey Master Trail Plan Proposal

PRoject APPROACH
We believethaz citizens have agreat dea/to say about planning intheir community, and they
must be provided with the opportunity to share. They must tell us what their community
means to them and bow they see the/r height borh ood fitting iht o the big==er picture . They
must share dxeir dreams and their visio as, so that this plan becomes their own, leading to a
commkment to seeingtheirvision become reality.

O ur experience with park and tra/i planning, design and construction demonstrates our drive
to perform. Our objective is not to produce a mastertrail planning document that looks
colorful and ultimately sits on a shelf. Our goal is to use this process as the catalyst for
design/ng, funding and imp[ementing a trail network that exceeds your expectations.

We would l/ke to highlight the role of three very important points of trail master planning
that will be instrumental in reaching the goals for the Master Trail Plan. These points are as
follows:
· Commun~partidp~ion
· Funding resources
· Polidcalsupport

Our perception of the scope of work listed in the RFP is that the request would result in a
very comprehensive plan that would c over essentially ali aspects ofthe master trail plan for
the City of Rarest7. As consultants, our experience tells us that we must always assume ihat
resources to fund such acomprehensive endeavor may be limited. In order to ge= the most
value out of every dollar, we suggest prioridzadon of the categories in =he RFP.

During thework on the Master Trail Plan our grant wrker consukant, Wilderness Inquiry,
will be pursuing grants. This process will be integral with the Master Plan process and we
are familiar with the procedures ofrhese funding programs.

We believe that the CkY of Ramsey Master Trail Plan must be as visionary as k is logical; as
exciting as it is cohesive; and as expressive as it is achievable. To that end, based on
conversations with City personnel, review of the Ramsey Capita/Improvement Program
and Ramsey Comprehensive Plan, we have come to an understanding of the desired
outcomes for the project. Th/s understanding is the ban for the following project approach:

I. Identifying Issues and Opportunities

1t. Development of aMaster Trail Plan with the FolLowing Elements:
A. Trails and Open Space
B. Tr~sporradon
C. Agriculture, Natur~ and C ultunq Resources
D. intergovernmental Cooperation
E. Land Use

Implementation,l=
