Scope <br />of Work <br /> <br />I&ntifying Issues and Opportunities <br />The approach to this project mus~ be organizedt o build an understanding of critical issues <br />and community desires, andro develop aplan that responds creatively, l~nvolvement ofthe <br />community is the key: it:the Maxcer Plan is to have meaning, it will be as a result of the local <br />knowledge provided bythe s~akeholders. Participation will include community meetings, <br />as well as oversight and direction by City personnel. <br /> <br />The transfer of ideas betweenthecommunity, Citypersormel andthe consultmt works best <br />in a workshop environment. The consultant comes into a worksl~op sessionwith ideas in <br />a formative stage, and modifications occur wkh direct input from those attending. The <br />session becomes o ne.of learning and grow-ch; rather than presentation and reaction. There <br />can be more formal presentations at the end of the process; in the beginning, the emphasis <br />.. shouldbe 0n sharing ideas anddeveloping s~rong,.meaningful'concepts forthe comprehensive <br /> <br />Development of Master Plan Elements <br />After identifying the 'issues and opporttmides through the community facilitation pro ce_ss, we <br />will develop amaster plan oudiningthe vision che community has articulated. Withinthis <br />broadervision will be more detailed components including agricukural, natural andcultural <br />resources, transportation, intergovernmental cooperation, land use and trails and open <br />space. <br /> <br />D uring the development of the master plan elements, we will focus heavily on your general <br />goals for the master trail plan. Theyare listed below: <br /> A- To provide neighborhood parks within the urban areas, which are focal <br /> points of pride and identity for each neighborhoodin Ramsey. <br /> B. To provide accessibility to all communky parks through s~e on-off road <br /> trailconnecdonz. <br /> G To preserve continuous open space corridors that protect naturalvegetation <br /> andwater quality, provide wildlife habitat, and preserve the natdral identity <br /> of Ramsey. <br /> 'D.: To have an effective andefficient system ofparks andtrails that meets the <br /> needs of Ramsey res {dents, both urban and rural. <br /> <br />Implementation Plan <br />The mas~er plan is only a"paper plan" at this point in the process. It might be expected that <br />the community willnot be capable of implementing every aspect of the plan o~! its own or <br />all at once, andthat others (private sector developers, perhaps) may need to be a part of the <br />implementation equation. In fact, it is easyto predict the first question to be asked of the <br />final master plan: "it looks great, but who is going to pay for it?" The last phase of this project <br />will outline the s~eps necessary to carrythe plan forwardto implementation- ~swering that <br />most basic question. <br /> <br />Gener,'d costs will be framed for the physic~ enhancements identified in the master plan, <br />reflecting this early stage of design and knowledge of existing conditions. To ensure that <br />implementation efforts are realistic, a contingency appropriate to a master plan will be <br />applied to the cost estimates. <br /> <br />-279- <br /> <br /> <br />
