Absent: Mayor <br /> <br />Acting Mayor Z~mmerman recessed :~ re~l~e~g of the City Council at 8:50 p.m. <br /> <br />Acting Mayor Zimmerman called the regular hg of the,.City Council back to order at 9:02 <br /> <br />Case #7: Introduce Ordinance Amending Chapter~':?, Seeti~fi~J.13 of the Ramsey City <br /> Code Entitled Pawnbrokers <br /> <br />City Attorney Goodrich stated that the Ramsey C~ty C~Chapter 7, deals with licenses; <br />Section 7.13 deals specifically with the licensing of pawr)~okers. Upon review of paragraph <br />7.13.06 entitled Holding of Property, staff has concern with the sentence "No personal property <br />deposited with or purchased by a licensee shall be sold or permitted to be redeemed from the <br />place of business of licensee until five days after the copy of the i'ecords required by City Code <br />Section 7.13.04 have been made available to the Chief of Police, except upon written permission <br />of the Chief of Police." What staff disagrees with is the five days. Staff recommended <br />increasing the five days to 30 days, which would allow the Police Department time to receive <br />reports of possible stolen items. There are recent cases in the City of Ramsey and the City of <br />Anoka where it was determined that the property that was-taken in by the pawn dealer was <br />stolen, but was not discovered until after the five day waiting period. The City of Anoka <br />amended their ordnance on November 16, 2001, to the 3'0 day time period.
