Councilmember Anderson inquired if there was any chance, of using the CDBG funds to acquire access to Elmcrest Park. Community Development Director Frolik replied that the City would have to prove that 51 percent of the people using the park are low to moderate income, which would be difficult. Councilmember Hendr/ksen stated that it was hard to imagine that they couldn't put something on the two sites that would not create at least four jobs a piece. Motion by Councilmember.?~a~sen, seconded by Councilmember Kurak, to direct City staff to make apphcatlon tg~oka., for CDBG Funds in the amount of $270,000 for the purpose of acquiring:¢~¢[k 1 and 2 2, Gateway North Industrial Park Plat 2 to eliminate a slum and blight condiki~bn, and the City Administrator to sign the CDBG application on behalf of the City. Motion carried. Voting Yes: i Hendriksen, Kurak, Anderson, and Zimmerman. Voting No: None. Absent: Mayor Acting Mayor Z~mmerman recessed :~ re~l~e~g of the City Council at 8:50 p.m. Acting Mayor Zimmerman called the regular hg of the,.City Council back to order at 9:02 Case #7: Introduce Ordinance Amending Chapter~':?, Seeti~fi~J.13 of the Ramsey City Code Entitled Pawnbrokers City Attorney Goodrich stated that the Ramsey C~ty C~Chapter 7, deals with licenses; Section 7.13 deals specifically with the licensing of pawr)~okers. Upon review of paragraph 7.13.06 entitled Holding of Property, staff has concern with the sentence "No personal property deposited with or purchased by a licensee shall be sold or permitted to be redeemed from the place of business of licensee until five days after the copy of the i'ecords required by City Code Section 7.13.04 have been made available to the Chief of Police, except upon written permission of the Chief of Police." What staff disagrees with is the five days. Staff recommended increasing the five days to 30 days, which would allow the Police Department time to receive reports of possible stolen items. There are recent cases in the City of Ramsey and the City of Anoka where it was determined that the property that was-taken in by the pawn dealer was stolen, but was not discovered until after the five day waiting period. The City of Anoka amended their ordnance on November 16, 2001, to the 3'0 day time period. Staffwrote a letter to Mr. Nissen of Ralph's Guns and Pawn explaining the proposed change.
