The majority consensus of the Council was to proceed with the wording changes to the January <br />24, 2002 public hearing. <br /> <br />Julie Horn, 6031 145th Lane NW, Ramsey; stated that during the last Council meeting there were <br />13 amendments made to the land use map. Her neighborhood abuts the Kurak property and at a <br />council meeting of January 23, 2001 Ms. Kurak had some comments, during the citizen input <br />portion of the meeting which were as follows: "There have been statements made that she might <br />possibly stand to gain financially from her seat on the City Council. So she thought the time had <br />come to dispel any myths that residents have read or heard regarding her ownership of land in <br />Ramsey.", "The property they own on Sunfish Lake is in the MUSA and is zoned R-1 Urban <br />Residential, This residential zoning is consistent with the developments surrounding it. Her <br />husband Tom and she do not.~f~resee any change in that zoning and assume it will be, at some <br />time in the future, developo~;i6;"~lch the existing neighborhoods that surround it.", "Ms. Kurak <br /> · ,'~'.'?~5'~' ~i~% · . <br />stated that she understan~"that as',~ii!,C, ounmlmember of Ramsey she cannot and w~ll not vote on <br />any business pertain~;~'~ land she ?ns, jn Ramsey. She ;explained that there had previously been a <br />request to change the land use o,n,~;Prope~2,and the. adjacent neighborhood was very opposed <br />to changing the land use to a~gher dbns~ty~ll¢If the land use ~s changed ~n the Comprehensive <br />Plan and a developer bnngs forw~a'~:~pI~ consistent with the Comprehensive Plan the <br />neighborhood cannot contest the {pment. is a collector street that goes through the <br />development, but there is not a near the site. Neighbors are already <br />concerned about traffic that comes at a high rate of speed. She <br />requested that the Council keep the land use neighboring development. <br /> <br />Case #11: Report from Finance <br />The Finance Committee met on December 18, 2001 to discuss the g cases: <br /> <br />1) Second Reading-An Ordinance Amending Chapf~}' 3 and Repealing and Replacing <br /> Section 3.40 Entitled "City Funds" <br /> The Finance Committee recommended that the City Council adopt Ordinance #01-12- <br /> amending Chapter 3 known as the Operations and Administration Chapter of the City <br /> Code; an ordinance amending Chapter 3 and repealing and replacing Section 3.40 <br /> entitled "City Funds" <br /> <br />Councilmember Zimmerman stated that he had voted against the adoption of the <br />ordinance, because he felt that certain funds of the City should be kept in tact for exactly <br />that purpose so there is accountability.
