N.W., ANDOVER, MINNESOTA 55304-400~ "~Z ': <br />(763) 862-4200 FAX (763) 862-4201 <br /> <br />Megan Wald <br />City of Ramsey <br />15153 Nowthen Blvd. <br />Ramsey, MN 55303 <br /> <br />October 4, 2001 <br /> <br />Dear Megan, <br /> <br />We have reviewed the Sketch Plan for Sunfish Business Park to be located east of CR 116 (Industry <br />Ave.) and west of CR 57 (Sunfish Lake Blvd.) in the City of Ramsey and offer the following comments: <br /> · This proposed development abuts Anoka County Right of Way on both CR 116 <br /> (Industry Ave.) and CR 57 (Sunfish Lake Blvd.). Existing Right of Way on each of <br /> these highways should be adequate for future reconstruction purposes. <br /> Consequently, no additional Right of Way will be required at this time. <br /> · As proposed access to this development would be made via two local roadways. The <br /> first local roadway would be the planned extension of Sunwood Drive from CR 57 <br /> (Sunfish Lake Blvd.) to CR 116 (Industry Ave.) and the second would be a proposed <br /> new street (Azurite St.) extending east from CR 116 (Industry Ave.) at the 143rd Ave. <br /> alignment. The distance between the intersections of Sunwood Drive and 143r~ Ave. <br /> along CR 116 (industry Ave.) is approximately ¼ Mile. CR 116 (Industry Ave.) has a <br /> Functional Classification of Minor Arterial "B". Intersection spacing along Minor <br /> Arterial "B" routes should be between ~ and I mile depending on development <br /> density. Given the size of this development and the fact that Sunwood Drive will have <br /> connections to two County Highways, it is our opinion that this development does not <br /> warrant a third intersecting.street with a County Highway at the 143rd Ave. alignment. <br /> Consequently it is our recommendation that the proposed Azurite Street should not <br /> connect to CRl16 (Industry Ave.). All lots shall have direct access to local roadways <br /> and right of access along CR 116 (Industry Ave.) and CR 57 (Sunfish Lake Blvd.) is to <br /> be dedicated to Anoka County. <br /> · As you are aware, Anoka County and the Cities of Anoka and Ramsey have entered <br /> into a Joint Powers Agreement to complete a corridor study for CR 116, with one of <br /> the main components of the study being access spacing. It is Anoka County's hope <br /> that the City of Ramsey will keep the more "global picture" of the CR 116 corridor in <br /> mind when evaluating and acting on this development proposal as well as future <br /> development proposals on CR 11.6. <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br />-173- <br /> <br /> <br />
