I <br /> I <br /> <br /> I <br />I <br /> I <br /> <br /> I <br /> <br /> I <br /> I <br /> <br />CASE # ~,~ <br /> <br /> ADOPT RESOLUTION SUPPORTING THE <br />TH 10 INTERREGIONAL CORRIDOR MANAGEMENT PLAN <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The Minnesota Department of Transportation (MnDOT) began a TH 10 Interregional Corridor <br />Management Plan for TH 10. The Plan is intended to cover the TH 10 from 1-35W on the east <br />side to TH 24 in Clear Lake.on the west, and involves participation with MnDOT District 3 and <br />the Metro Division. The purpose of the Plan has been to develop a common vision in <br />management approach in order to preserve and improve TH 10's ability to serve as an important <br />statewide connection for Minnesota in the future. MnDOT has utilized the services of Howard <br />R. Green Company to perform the study. <br /> <br />The City Council received a presentation by Howard R. Green Company during the Public <br />Works Committee meeting of November 20, 2001. The study showed two separate options for <br />the City of Ramsey for TH 10. The options included the possibility of an expressway that would <br />eventually be converted to a freeway or a freeway system. The freeway system could have three <br />alignments. The preferred alignment seemed to be the northernmost alignment that is <br />immediately adjacent to the BNSF Rail system. During the November 29, 2001, joint meeting of <br />the Policy Advisory Committee and Technical Advisory Committee of the TH 10 Interregional <br />Corridor Study, MnDOT officials recommended that each City along the corridor adopt <br />resolutions in support of the process. Subsequently, MnDOT staff met with City staff and <br />framed a resolution in support for the Management Plan that included support of a freeway <br />system and included a preference for the Northernmost alignment of a freeway system. <br /> <br />The City Council considered a resolution during their Council meeting of December 18, 2001, <br />and directed staff to develop a resolution that supported the freeway without expressing a <br />preference for a corridor alignment.
